No parking is no stopping?<\/p>\n

As part of my daily routine, I stopped my car recently in
\nfront of Plaza Mandiri, Jl. Gatot Subroto, to drop my wife and a
\nfriend working in the BEJ commercial area. I was sure that
\nstopping in this area was allowed because there was only a no-
\nparking sign.<\/p>\n
A policeman suddenly appeared, asking me to give up my
\ndriver's license for ticketing. I tried to explain that not a
\nsingle no-stopping sign was found, so there was no violation. I
\nalso argued that the engine of my car was still running and I had
\nstopped for less than a minute. But he insisted by forcing me to
\nsign the ticket for a fine.<\/p>\n
As an obedient citizen, I was dissatisfied with such arbitrary
\ntreatment. If there is indeed no difference between the
\nprohibition on parking and that on stopping, why are two traffic
\nsigns still used instead of just one?<\/p>\n
