New Work Culture Transformation: Here are 8 Messages from Gus Ipul to Ministry of Social Affairs Employees
Social Affairs Minister (Mensos), Saifullah Yusuf or Gus Ipul, delivered eight messages regarding the new work culture transformation that must be embraced by all employees within the Ministry of Social Affairs (Kemensos). One of them is a moratorium on overseas official trips.
Gus Ipul conveyed these messages while giving directions at the work culture transformation roll call event held at the Aneka Bhakti Building of Kemensos, Jakarta, today.
“So today we are gathering with all Ministry of Social Affairs employees to unite our resolve, align our steps, hearts, and minds in order to create a new work culture,” said Gus Ipul in his statement on Monday (6/4/2026).
Gus Ipul hopes that the implementation of this new work culture can have a positive impact on society, in line with his first message that work must be oriented towards impact, not just activities.
“There should be no activities without output,” he added.
In his directions, Gus Ipul highlighted the new work culture to be implemented once a week, namely WFH. It is not enough to just work from home but must also produce something; WFH represents digital productivity.
Then, Gus Ipul emphasised that efficiency is the reallocation of impact, which saves bureaucracy and sharpens priority programmes. The next message to all employees is to continue prioritising field work.
“The people must still feel our presence, especially from the Ministry of Social Affairs ranks,” he stated.
In the next message, Gus Ipul affirmed his commitment to enforcing discipline and integrity within Kemensos, without compromise, and violations will be firmly addressed.
For example, in 2025, nearly 500 employees within Kemensos suspected of violations received warnings, and 49 of them were dismissed.
“And at the beginning of this year, it is truly regrettable, there are still 3 civil servants and 1 more in process that we will dismiss,” he explained.
Furthermore, in determining the success of WFH effectiveness, it is highly determined by the unit work leaders (Satker) in setting an example, maintaining work rhythm, and ensuring output achievement. Employees must also prepare a digital work ecosystem.
“We ask all ranks of the Ministry of Social Affairs to prepare a precise, facilitative, and integrated digital work ecosystem,” said Gus Ipul.
Finally, everything done by Kemensos must head in one direction: Efficient Kemensos, Excellent Services.
In addition to delivering the eight messages on work culture transformation, Gus Ipul also requested all work units to select priority official trip activities, optimise the implementation of official meetings and activities online, save on the use of official vehicles and switch to electric vehicles.
Then, use energy such as electricity, gas, water, and others in the office environment more wisely, and prioritise public transportation in carrying out official duties.
The hope is that every agency can reduce domestic official trips by 50 percent and 70 percent for overseas official trips. However, Kemensos emphasised that it will reduce overseas official trips by 100 percent.
“The Ministry of Social Affairs specifically takes the decision that we will not conduct trips abroad, meaning for overseas trips we are at zero percent,” said Gus Ipul.
For information, the event was also attended by Deputy Social Affairs Minister Agus Jabo Priyono, Secretary General of Kemensos Robben Rico, Director General of Social Empowerment of Kemensos Mira Riyati Kurniasih, Director General of Social Rehabilitation of Kemensos Supomo, Director General of Protection and Social Security of Kemensos Agus Zainal Arifin, as well as other high-ranking officials of Kemensos.
