Jakarta, CNBC Indonesia - The government has held a public test regarding the draft amendment to Government Regulation (PP) No. 45 of 2024. This amendment will also change the types and tariffs for non-tax state revenue (PNBP) services related to intellectual property (KI), such as registrations up to trademark renewals.

The public test, which was also accessible online and formed part of the Focus Group Discussion (FGD) on the Types and Tariffs of KI PNBP from 7 April to 10 April 2026, was conducted on 9 April 2026 by the Directorate General of Intellectual Property (DJKI) of the Ministry of Law.

“Through the public test yesterday, DJKI hopes to directly involve the public and stakeholders in the process of perfecting the amendment to PP No. 45 of 2024,” quoted from the official statement of DJKI received by CNBC Indonesia on Friday (10/4/2026).

In the amendment to PP 45/2024, not all types of KI tariffs will be changed. From the public test presentation obtained by CNBC Indonesia, for example, the tariff for small and medium enterprise (UMKM) trademark registration applications will remain at Rp500,000 per class, although there will be nomenclature adjustments.

However, the tariff for general trademark registration applications will experience an increase of around 94.4% from the previous amount set in PP 45/2024, which was Rp1,800,000 per class. The new proposal in the public test is Rp3,500,000 per class.

Nevertheless, DJKI emphasises that complete information on the types of services and changed tariffs cannot yet be provided, because after the public test held yesterday, there were many inputs from stakeholders that will subsequently be discussed again by the Inter-Ministerial Committee.

“It will still be discussed first in response to the inputs gathered during the public test,” said DJKI representatives.

Therefore, DJKI asserts that all tariff proposals presented in the public test are still temporary and not yet a single government decision. The public test was attended by KI consultants, academics, business actors, and creative industry players.

It is important to note that trademark registration fees have not increased in the last decade, as the last change was in 2016 through the enactment of PP 45/2016. Meanwhile, the target completion date for the amendment to PP 45/2024 cannot yet be informed by DJKI, including whether it will be implemented this year or not.
