New BPJS Ketenagakerjaan Chief Pledges to Expand Membership Coverage
Jakarta (ANTARA) - The newly appointed chief executive of BPJS Ketenagakerjaan (the Employment Social Security Agency), Saiful Hidayat, has said he will implement a five-year strategic direction aimed at expanding membership coverage, including targeting informal and migrant workers.
“We want to ensure that coverage for informal workers, or non-wage-receiving workers, and migrant workers can be included, as there is still much room for improvement at present,” said Hidayat in a statement received in Jakarta on Friday.
His remarks came after Coordinating Minister for Community Empowerment Abdul Muhaimin Iskandar inaugurated the new Supervisory Board and Board of Directors of both BPJS Kesehatan (Health) and BPJS Ketenagakerjaan (Employment) for the 2026–2031 term in Jakarta on the same day.
On the occasion, Hidayat expressed his appreciation for the trust and mandate bestowed by the President. He outlined the five-year strategic direction through a 3C approach: Coverage, Care, and Credibility.
The first priority, he explained, is Coverage — expanding membership in a more structured and measurable manner, given that millions of workers across various sectors remain unprotected.
He said the primary focus would be directed at accelerating the acquisition of new participants, particularly in the informal sector and among micro, small, and medium enterprises (MSMEs), accompanied by the optimisation of distribution channels and ecosystem collaboration. At the same time, improving retention and contribution compliance among active participants would also be a priority to ensure sustainable protection.
The second priority is Care, to be realised through strengthening service quality based on innovation, digital transformation, and strategic cross-sector collaboration.
“We want to deliver services that are not merely administrative, but that truly feel like a manifestation of the state’s presence for workers and their families,” he said.
In implementation, the Care strategy would focus on faster, easier, and more transparent claims services, the strengthening of benefit programmes including supplementary services such as housing, and the development of an end-to-end digital participant experience.
The third priority is Credibility, as the foundation for institutional sustainability. He stressed the importance of data accuracy and integration, as well as accountable governance, to continually build public trust.
Strengthening credibility would be achieved through healthy and sustainable investment performance, prudent, accountable, and professional fund management, and consistent and trustworthy public communications. These measures are expected to reinforce the institution’s reputation whilst ensuring increasingly robust governance.
Previously, President Prabowo Subianto established the new BPJS Ketenagakerjaan leadership through Presidential Decree of the Republic of Indonesia No. 18/P of 2026 concerning the Dismissal and Appointment of Supervisory Board Members and Board of Directors Members of BPJS Ketenagakerjaan.
The decree marks the beginning of a new leadership period for the 2026–2031 term, effective from 19 February 2026.
Under the decree, the President appointed Saiful Hidayat as Chief Executive of BPJS Ketenagakerjaan, replacing Pramudya Iriawan Buntoro, who had completed his term.
Also appointed were Ihsanudin as Director of Strategic Planning and Information Technology, Harjono Siswanto as Director of Human Capital and General Affairs, Agung Nugroho as Director of Membership, Trisna Sonjaya as Director of Services, Eko Purnomo as Director of Investment Development, and Bambang Joko Sutarto as Director of Finance.
Meanwhile, Dedi Hardianto, representing the workers’ element, was appointed as Chairman of the BPJS Ketenagakerjaan Supervisory Board, replacing Muhammad Zuhri, who had completed his term.
He was appointed alongside Swartoko and Sudarso representing the government element, Ujang Romli representing workers, Abdurrakhman Lahabato and Sumarjono Saragih representing employers, and Alif Noeriyanto Rahman representing community figures as Supervisory Board Members for the 2026–2031 term.
