The Badung Regency Government (Pemkab Badung) plans to build a 17.7-kilometre road connecting West Gatot Subroto (Gatsu) Road to Canggu up to Mengwi Terminal. This strategic project, with an estimated budget of Rp 4.5 trillion, is targeted to begin land acquisition in 2026.

“In the 2026 revisions, we will start moving forward with land acquisition. Hopefully, in 2027, we will add to the budget shortfall for land as well as construction costs for the road from Canggu to Mengwi Terminal up to Werdi Bhuwana,” said Badung Regent I Wayan Adi Arnawa during the Musrenbang RKPD Semesta Berencana for Badung Regency Year 2027, on Monday afternoon (30/3/2026).

The physical realisation of this road, Adi continued, is projected to use a multi-year system starting in 2027. The government targets the entire construction to be completed and ready for public use by 2028.

“Imagine if it can be realised by 2028, because construction will start in 2027 with multi-year implementation in 2028. That means people going to Canggu from Mengwi or Tabanan won’t need to go through Kerobokan anymore. Dalung won’t be congested either,” said Adi Arnawa.

The construction of this new route aims to break severe congestion points in several tourism support areas. The presence of this road is expected to minimise vehicle build-up in the Kerobokan area, the road narrowing point in Beringkit, and congestion in the Lukluk area.

“That means the congestion in Kerobokan as well as obstacles in Beringkit and Lukluk can be reduced. So tomorrow, people going to Bedugul won’t need to go through Sempidi anymore, but can go straight from West Gatot Subroto to the right towards Mengwi Terminal,” he explained.

In addition to the Gatsu-Mengwi route, Pemkab Badung is also pursuing the construction of three other road sections in 2026. These projects include the West Jimbaran-Uluwatu Ring Road, the Uluwatu-South Ring Road route (Sawangan and Melasti), and the Berawa shortcut to West Teuku Umar.

“This will be worked on in 2026 and, God willing, from 2026 to 2027, those roads can already be used. We were just inaugurated on 20 February 2025, and in the transition from 2025 to 2026, we have already carried out construction on those three road sections,” Adi Arnawa explained.

This infrastructure development plan will also reach the Abiansemal area with a design for a 30-metre-wide road. That route is projected to connect Badung Police Headquarters to the east towards the Latu, Semana areas, penetrating into Angantaka Village to address congestion in Mambal Village.

“We design all those roads to be 30 metres wide so that people in Abiansemal will truly feel like they are on a toll road. I imagine residents feeling like they are no longer in Abiansemal, but in a metropolitan area,” he stated.
