Minister of Communication and Digital Affairs Meutya Hafid announced that a number of electronic system operators (PSE) from various categories—including streaming platform Netflix, the game PUBG (PlayerUnknown’s Battlegrounds), and marketplace Shopee—have fulfilled the self-assessment requirements under PP Tunas. Under PP Tunas (Government Regulation No. 17 of 2025 on the Governance of Electronic Systems in Child Protection), a mandatory self-assessment for risk profiles must be carried out by all PSEs operating in Indonesia. “It has been exactly three months since PP TUNAS was implemented at the end of March 2026. Currently, around 175 product service features under 64 PSEs have completed the self-assessment and submitted it to the Ministry of Communication and Digital Affairs,” Minister Meutya said in Central Jakarta on Tuesday. The obligation for PSEs to conduct a self-assessment as a form of compliance with PP Tunas involves an internal evaluation of their respective products, features, and services or platforms. The results of this internal assessment are then reported to the Ministry for further evaluation. Aspects assessed by PSEs include identifying the risk level of the platform for users under 16 years of age, the potential for exposure to harmful content such as violence, pornography, and bullying, the readiness and accuracy of age verification systems, content moderation mechanisms, and the availability of parental control features. Meutya stated that the evaluation results will serve as the basis for determining the risk category of a platform and its suitability for specific age groups. “Because we use a risk-based approach, each risk must be examined one by one; the process does take time. We measure every risk, including risks related to content, contact with strangers, addiction, health, and various other risks,” Meutya said. “This approach differs from a number of countries that impose blanket restrictions on children’s access to social media. Platforms must also be willing to change for the better. Therefore, we measure the changes they make, including features designed to be safer for children,” Meutya concluded. Minister Meutya reminded platforms that have not yet submitted their self-assessment to immediately fulfil their obligations, lest they be automatically categorised as high-risk platforms. Gaming titles that have submitted their self-assessment results for PP TUNAS include Roblox, PUBG Online, Crossfire, Age of Empire Mobile, Valorant, Free Fire, and Mobile Legends. From the e-commerce or marketplace category, Shopee, Tokopedia, Lazada, and TikTok Shop have complied. In the payment system category, Dana, Gopay, and Flip.id have submitted their assessments, while ChatGPT and Grab are listed in other categories.
