Indonesia’s National Police Criminal Investigation Bureau (Bareskrim Polri) has uncovered an online fraud syndicate operating an SMS blast scam involving counterfeit e-ticket payment schemes controlled by two Chinese nationals. Police are now actively pursuing the two Chinese operatives.

“Regarding the two Chinese controllers, we are investigating and have obtained their identities. We are coordinating with the International Relations Division and Interpol,” said Brigjen Himawan Bayu Aji, Director of Cyber Crime at Bareskrim Polri, to journalists on Wednesday (25 February 2026).

The two Chinese nationals operated using Telegram accounts under the names Lee SK and Daisy Qiu to communicate with five suspects in Indonesia. Himawan stated that red notices would be issued for both individuals imminently.

“We will issue red notices and are conducting intensive communication with China, as their shipping address is listed there. We will verify whether the address is genuine or false,” he explained.

According to Himawan, the Chinese nationals visited Indonesia and met face-to-face with the suspects. They also instructed the suspects on operating SIM box devices used for SMS blasting.

“The perpetrators from China directly sent SIM box equipment for blasting to the suspects in Indonesia,” Himawan said.

“From seven SIM box units, we have identified two shipments in September and December 2025, with the remainder still under investigation,” he added.

The five Indonesian suspects are identified as WTP (29), FN (41), RW (40), BAP (38), and RJ (29). These individuals acted as intermediaries receiving and executing orders from the Chinese nationals through Telegram.

The roles of the five suspects are as follows:

  1. WTP – served as the primary operator of equipment and conducted SMS blasting since September 2025.

  2. FN – provided SMS blasting services to foreign clients and managed SIM cards since July 2025.

  3. RW – assisted in SMS blasting operations alongside suspect FN since July 2025.

  4. BAP – functioned as a primary SMS blasting operator and blasting equipment operator since February 2025.

  5. RJ – supplied and sold registered SIM cards to other perpetrators.
