National Police Cyber Crime Unit Expands Fake E-Tilang Case, More Suspects Named

The Cyber Crime Directorate (Dittipidsiber) of the National Police Criminal Investigation Agency (Bareskrim Polri) continues to develop its investigation into a phishing case involving the modus operandi of SMS blasts promoting fake electronic traffic ticket (e-tilang) payments. To date, five individuals have been named as suspects.

According to information obtained on Monday (23/2/2026), the uncovering of this phishing case began with a report from the Attorney General’s Office (Kejagung) in early December 2025 regarding the circulation of SMS messages containing phishing links directing victims to fake e-tilang websites. The Attorney General’s Office reported that 11 fraudulent links resembling the official Kejagung website had been circulating, along with five mobile phone numbers used to send the messages.

At the same time, the National Police also received a police report in the Central Sulawesi Regional Police jurisdiction. Based on cyber patrol findings, hundreds of additional phishing website links were discovered. Investigators also identified other mobile phone numbers used by the perpetrators to distribute the SMS blasts.

Based on these findings, investigators arrested five individuals at two locations in Central Java and Banten.

According to the investigation results and findings by the Dittipidsiber Bareskrim Polri Cyber Patrol team, 124 additional phishing website links and six mobile phone numbers used in the SMS blast activities were discovered. Evidence seized included personal computers, SIM boxes, mobile phones, and hundreds of SIM cards from various mobile operators.

The case had previously been presented by National Police Chief General Listyo Sigit Prabowo during a working meeting with Commission III of the House of Representatives on Monday, 26 January 2026, as one of the most prominent cyber crimes.

“Some time ago, Bareskrim received complaints from the public and the Attorney General’s Office regarding 11 phishing links and five MSISDNs using the name of the Attorney General’s e-tilang system. We subsequently discovered a similar case at the Central Sulawesi Regional Police. When we secured the suspects, the victims explained that they had received SMS blasts containing phishing links leading to fake e-tilang websites,” said General Sigit.
