National Nutrition Agency Cancels SPPG Permit in East Cakung, Site Near Rubbish Heap
The National Nutrition Agency (BGN) has cancelled the permit for the Nutrition Fulfilment Service Unit (SPPG) in East Cakung, East Jakarta. “We have rejected (cancelled) the permit,” said Deputy Head of BGN, Nanik Sudaryati Deyang, when confirmed by Kompas.com on Sunday (5/4/2026). The kitchen for the Free Nutritious Meals (MBG) programme was deemed not to meet the technical guidelines (juknis). One of the main violations is the unhygienic location. The SPPG had not yet started operations. However, its condition came under scrutiny after going viral on social media. In front of the building, rubbish piled up to around two metres high. Some of it spilled onto the road, disrupting traffic. A pungent smell wafted, with flies buzzing around. Chairman of RT 001 RW 003 East Cakung, Anton Hermawan, said the location was originally a community waste collection point. However, people from outside the area also dumped rubbish there, causing it to accumulate. “That belongs to the RW, patrolled by the RW. But because it’s dumped carelessly, people think it’s an illegal dumping site,” Anton explained. He also mentioned that the rubbish has piled up further due to transportation issues to the Bantargebang TPST. Previously, the site had been used for various purposes, including as a factory warehouse. According to BGN’s technical guidelines, the SPPG location must meet hygienic environmental standards. SPPG must not be near waste disposal sites, animal pens, or other dirty locations. In addition, the SPPG must serve beneficiaries within a maximum radius of 6 kilometres or a travel time of 30 minutes. One SPPG can serve up to 2,500 beneficiaries, and this can be increased to 3,000 people if supported by certified skilled personnel. From land area, building capacity, to kitchen equipment and operations. The environment is one of the primary requirements, as it directly relates to food safety for the beneficiaries.
