As a new employee, I am very concerned about the condition of the National Archives. The morale of the employees is low, and unity among the workers is weak. This has resulted from the employees' inadequate understanding of the principles of modern management and archive science.
For example, the National Archives System does not refer to other information systems, such as library and documentation centers. The archives are not the only source of information, unless they can be developed into a national information system. Unfortunately, up to now, they don't have one because the previous system has been abolished. How could the National Archives establish an information system on a national level if the institution is even incapable of managing a national archives system?
The concept will become unrealistic if we cannot set up the National Information System in such a way that it has a relationship with archives divisions that are found in government agencies in the capital as well as in the provinces. Since basically, access to the National Archives' dynamic archives is closed, how can other agencies get access to these archives?
It will be difficult for the National Archives to implement the information system using computer networks, because the personnel have not been trained to work with such a system.
The situation is made even worse because many policies are implemented without prior discussion with officials of the first and second echelons. As a result, the organizational structure has become stagnant, has it not?
