MSME Minister Admits Receiving Numerous Complaints About E-Commerce Admin Fees
Jakarta (ANTARA) - The Minister for Micro, Small, and Medium Enterprises (UMKM), Maman Abdurrahman, has disclosed that his office is receiving a significant number of complaints from micro and small business operators about the high administrative fees imposed by e-commerce platforms.
“The complaints are quite numerous. Almost every day, they come to me via direct messages (DM) on Instagram, Facebook, or WhatsApp. The government must respond to this,” Maman told reporters in Jakarta on Monday.
The administrative fees in question refer to the deductions or transaction commissions charged by e-commerce platforms to sellers for each sale.
The increase in these rates is seen as burdensome for UMKM, as it reduces their profit margins and competitiveness in the digital market.
Maman emphasised that the government is currently preparing specific regulations to govern e-commerce administrative fees.
These regulations, he continued, are in the cross-ministerial synchronisation stage, involving the Ministry of Trade, the Ministry of Law and Human Rights, and the State Secretariat.
“The spirit is to provide protection and enhance the competitiveness of UMKM operating in e-commerce,” he stated.
He added that these regulations are essential because there is currently no official provision regarding administrative fees or commissions applied by digital platforms.
“These regulations are absolutely necessary,” he said.
Previously, the Deputy for Small Businesses at the Ministry of UMKM, Temmy Satya Permana, explained during a working meeting with Commission VII of the House of Representatives (DPR RI) on 20 January 2026 that the Ministry of UMKM, together with the Ministry of Trade, is preparing revisions to Trade Ministerial Regulation (Permendag) No. 31 of 2023.
These revisions will accommodate rules related to e-commerce administrative fees.
Permendag No. 31 of 2023 regulates Business Licensing, Advertising, Coaching, and Supervision of Business Actors in Electronic System-Based Trading.
In the revisions, Temmy mentioned three main points being discussed, one of which concerns the regulation of platform fees, including deductions for micro and small businesses and domestic products.
