MP References Case of Former Minister Yaqut in Response to Hajj Ticket Lottery Proposal
Jakarta, VIVA – A member of Commission VIII of the Indonesian House of Representatives (DPR RI), Hidayat Nur Wahid (HNW), considers the proposal for a Hajj ticket lottery not yet pressing to discuss at this time. He emphasised that the Law on the Organisation of Hajj and Umrah has clearly regulated the quota allocation mechanism, including a proportion of 92% for regular pilgrims and 8% for special pilgrims.
“Our law has regulated in detail if there is an increase in quota; there are rules for that, and it is clearly stated in the Hajj and Umrah Law,” said HNW during a meeting with the Minister of Hajj and Umrah on Tuesday, 14 April 2026.
Hidayat Nur Wahid also alluded to the case of the former Minister of Religious Affairs (Menag), Yaqut Cholil Qoumas.
“This is what became a case with the minister in the previous period. Because the existing rules on the 92% and 8% quota division were not implemented, it resulted in a case. The current rules still regulate it in the same way,” he stressed.
The PKS faction legislator stated that if there is to be a discussion on the Hajj ticket lottery, it would certainly intersect with legal regulations. Therefore, those rules need to be changed or not to implement the lottery.
“Even if, for example, there is to be a discussion on the ticket lottery with all its problems, it will certainly be very related to the existing legal rules, which means we first discuss whether this legal rule will be changed or not. And that is definitely not possible now,” he added.
“That’s why there is no urgency to discuss the ticket lottery at this time because there is a legal rule that governs it, which does not allow for a ticket lottery right now,” he continued.
For information, the government is currently studying a scheme for organising Hajj without queues, while still ensuring protection for millions of prospective Hajj pilgrims who have been waiting for a long time.
Deputy Minister of Hajj and Umrah Dahnil Anzar Simanjuntak said that the proposal is still in the discussion stage and has not yet become a decision.
“Now the President wants us to think about how to make Hajj without queuing. So, Hajj without queuing. That’s what we are formulating,” said Dahnil.
He explained that the long Hajj queues in Indonesia are inseparable from Hajj financial management that causes the number of registrants to continue increasing, while the quota is limited.
