Motivator Jamil Azzaini: Without Dukcapil, Many Citizens' Rights Cannot Be Realised

Indonesian motivator and entrepreneur Jamil Azzaini stated that the Directorate General of Population and Civil Registration (Dukcapil) of the Ministry of Internal Affairs plays a crucial role in protecting national identity. This role, he noted, is also intertwined with the realisation of citizens’ rights.

“It turns out that without Dukcapil, many citizens’ rights cannot be realised,” he said at the launch event of Clean Population Data for Semester II 2025 at Hotel Bidakara in South Jakarta on Thursday, 12 March 2026.

He assessed that data compiled by Dukcapil serves as the foundation for the government in implementing public policy. Examples include children’s right to education, citizens’ right to healthcare, and the right to elect leaders.

In this way, the work of the directorate general, led by Teguh Setyabudi, also plays a role in determining the future of the Indonesian nation. Without accurate data, state administration according to Azzaini cannot run optimally.

Moreover, Azzaini believes that a modern state must have three data foundations in formulating development plans. Most important and paramount is population data, followed by economic data and regional data. “It turns out that they (Dukcapil) are guardians of the nation’s identity sovereignty,” he said.

In the launch of Clean Population Data for Semester II 2025, Indonesia’s population stands at 288,315,089 people. This figure increased by 1,621,396 people when compared with Semester I of 2025.

The male population is recorded as more dominant with 145,498,092 people, whilst the female population is smaller at 142,816,997 people. The government will consider this ratio as a reference for long-term planning in reproductive health, education, and social welfare.

Likewise, Teguh also stated that population data is an essential element in running the state. Such data, according to him, is like a large map that describes Indonesia’s condition.

Through this map, Indonesia can see the direction of development and prepare steps for the future. Population data is not merely a collection of continuously changing figures, but also reflects society’s diversity. With a single national population database, the government can promote the realisation of a more integrated, productive, and prosperous Indonesia.

“From this map, we can read the direction of Indonesia’s journey whilst preparing resources for the future,” he said.

Because of this, Teguh urged citizens who do not yet have population data to visit their local Dukcapil office. Moreover, all population administration services are provided free of charge.

Teguh hopes that citizens who are charged money when obtaining population administration services will immediately report this to law enforcement officials. According to him, such reports can also be submitted to the Ditjen Dukcapil ranks or their local regional head.

“Population administration services are free, with no charge whatsoever, no fees,” said Teguh.
