A rehabilitation and renovation project at the MIS Al Falah Foundation in Tarutung, North Tapanuli Regency, North Sumatra, has drawn scrutiny. The budget listed on the project board amounts to Rp24,644,421,190 for six work items. The figure, sizable for a primary school, now raises questions about transparency and involvement by the foundation.

Syarhan Panggabean, Secretary of the MIS Al Falah Foundation, who represents the foundation’s chairman, says he has never been involved in discussions or supervision of the project taking place within the educational institution.

‘We, both the chairman and I as secretary, were never invited to coordinate, neither regarding the technical work nor supervision. But when it comes to responsibility, the foundation’s name is mentioned,’ he told Media Indonesia on Tuesday (3/3).

According to him, the lack of communication raises serious questions about the foundation’s position and authority in the project being carried out within the school under its supervision. Syarhan even admits he does not know in detail the budget amount or the details of the ongoing works.

To seek clarity, the foundation has visited the North Sumatra Provincial Public Works Office and the North Sumatra Provincial Office of the Ministry of Religious Affairs to question the foundation’s role in the project.

‘We request official clarification on the foundation’s functions and responsibilities, including the certainty of the budget ceiling allocated for construction at MIS Al Falah,’ he said.

Attention has also been directed at the composition of workers at the site. Some parties believe the workers involved are not from North Tapanuli. However, Syarhan reiterates that he does not know the recruitment process. ‘I was not involved in that,’ he said.

He then invited media to confirm directly with the project implementer named by PT Lestari Asi Sejahtera. As of this report, Aman Sitompul, the project implementer confirmed via WhatsApp on Tuesday (3/3), has not responded.

The foundation’s limited involvement in a multi-billion rupiah project raises public questions about governance, transparency, and accountability in budget use within the religious education sector. (E-2)
