Modernisation of the national aviation navigation system is a strategic step to enhance capacity, safety, efficiency, and resilience of Indonesia’s air traffic services. Jakarta - The Ministry of Transport (Kemenhub) is strengthening the modernisation of the national aviation navigation system to improve safety, capacity, efficiency, and reliability of air traffic services.

“Modernisation of the national aviation navigation system is a strategic step to enhance capacity, safety, efficiency, and resilience of Indonesia’s air traffic services,” said Director General of Civil Aviation Lukman F. Laisa in a statement in Jakarta on Monday.

The commitment was reaffirmed during a special working visit by the House of Representatives’ Commission V to AirNav Indonesia’s headquarters in Tangerang, Banten, where the Directorate General of Civil Aviation (Ditjen Hubud) and AirNav Indonesia hosted the delegation.

The visit aimed to assess the operational readiness of the national aviation navigation system and the implementation of the Air Traffic Management Automation System (ATMAS) at the New Jakarta Air Traffic Services Centre (JATSC).

Led by Commission V Deputy Chair Ridwan Bae, the visit included coordination meetings and on-site inspections of the Indonesia Network Management Centre (INMC) and New JATSC to review technological advancements and readiness of national aviation navigation services.

Lukman stated that the full implementation of ATMAS modernisation in Jakarta is targeted for June 2026, following earlier deployments in Medan, Pontianak, and Balikpapan.

“All implementation steps are carried out carefully with comprehensive risk mitigation and contingency plans to ensure aviation navigation services remain safe and reliable,” he said.

He also confirmed preparedness for mitigating Global Navigation Satellite System Radio Frequency Interference (GNSS RFI) around Soekarno-Hatta International Airport.

This follows navigation disruptions in April 2026 that caused over a dozen flights to be diverted, initially triggered by severe weather affecting flight operations.

Flight operations continued safely through the optimisation of terrestrial-based backup systems such as Instrument Landing System (ILS), Distance Measuring Equipment (DME), and VHF Omnidirectional Range (VOR), along with air traffic control (ATC) radar vectoring.

Additionally, Ditjen Hubud and AirNav Indonesia have enhanced inter-agency coordination, issued Notices to Airmen (NOTAMs), reported incidents to the ICAO Asia Pacific Regional Office, and issued Director General of Civil Aviation Circular No. SE-DJPU 11/2026 on Reporting and Handling of GNSS RFI.

Lukman assured that aviation navigation services would continue to operate optimally.

“We continuously strengthen monitoring, control, and collaboration with all stakeholders to ensure national aviation navigation services run safely, smoothly, orderly, efficiently, and sustainably,” he said.

Commission V Deputy Chair Ridwan Bae praised the swift and responsive measures by Ditjen Hubud and AirNav Indonesia in handling the disruption.

He stated that the mitigation efforts demonstrated the government’s commitment to maintaining the safety, security, and smooth operation of national aviation.
