Jakarta (ANTARA) - The Ministry of Tourism (Kemenpar) is promoting the strengthening of tourist accommodation governance in Bali through improvements in communication quality and collaboration with stakeholders.

The Ministry is also working to provide regulatory certainty and facilitation for officially licensed tourism accommodation businesses that follow standards, are competitive, and sustainable.

In his statement in Jakarta on Saturday, Deputy for Industry and Investment of the Ministry of Tourism, Rizki Handayani, stated that accommodations play a strategic role in supporting Bali’s economy up to the national tourism sector.

In the fourth quarter of 2025, Bali’s economy recorded growth of 5.86% year-on-year (yoy). The provision of accommodation and food and beverage sector became the largest contributor with a 1.69% contribution to Bali’s economic growth and contributing 22.1% to the total Regional Gross Domestic Product (PDRB).

“This reaffirms that the accommodation sector is not only the backbone of tourists’ experiences but also the main pillar in strengthening Bali’s economy and national tourism,” said Rizki.

These advantages need to be strengthened through guarantees of security, improvements in service quality, and certainty of tourist experiences for visitors.

“The resilience of Bali’s accommodation sector is becoming increasingly important as the foundation for the stability of the national tourism industry,” he said.

Throughout 2025, Bali recorded high foreign tourist visits. However, data on hotel occupancy rates (TPK) for star-rated and non-star-rated hotels show fluctuations, indicating that the increase in tourist numbers is not always proportional to the occupancy rates of formal accommodations.

The Ministry views this condition as confirming the need for organising the business ecosystem to ensure the creation of a fair and competitive tourism industry.

Meanwhile, several strategic issues are also the focus of the Ministry of Tourism and tourism sector players, including the proliferation of illegal accommodations, unregistered villas, and short-term rentals or short-term accommodation rentals based on digital platforms that pose challenges to equality for formal businesses that have met standards and obligations.

To address these various challenges, the government continues to strengthen tourism sector governance through Government Regulation No. 28 of 2025 on Risk-Based Business Licensing and Minister of Tourism Regulation No. 6 of 2025 on Tourism Business Standards.

Rizki invited all tourism accommodation entrepreneurs in Bali to synergise in organising and strengthening licensing through the OSS-RBA (Online Single Submission Risk Based Approach) system.

“Orderly business legality will strengthen service quality, increase tourist trust, and promote safe, professional, and competitive Bali tourism,” he said.

He added that regulatory strengthening also enhances the government’s capacity in conducting supervision, guidance, and more measurable compliance enforcement.

“As a follow-up to this forum, we hope that the communication model in the region through forums like this can be led sustainably by the Regional Tourism Office, so that cross-stakeholder coordination remains effective,” he added.

Meanwhile, Chairman of the Bali Provincial Tourism Business Licensing Acceleration Audit Team, Yoga Iswara, stated that Bali continues to strengthen its position as the world’s best tourist destination through the organisation of the tourism accommodation business sector.

These efforts are implemented through the Tourism Business Licensing Audit Programme titled Bali Kerthi Compliance in the accommodation sector, using three fulfilment aspects: administrative aspects, business standard aspects, and sustainability aspects.
