Ministry of State Apparatus Reforms: PPPK Recruitment Not Limited to BGN, But for New Ministries
Jakarta, CNBC Indonesia – The Ministry of State Apparatus Reforms and Bureaucratic Reforms (KemenPANRB) has revealed that the government is opening a process for civil servant recruitment at new ministries and agencies being established to fulfil President Prabowo Subianto’s priority programmes, such as the National Nutrition Body (BGN), which manages the Free Nutritious Meals programme.
“So there are several new agencies that are specifically prioritised by the President, and we need to provide support for them from a human resources perspective, and this is possible,” said Aba Subagja, Deputy for Apparatus Human Resources at KemenPANRB, during CNBC Indonesia’s Nation Hub programme on Friday (13 March 2026).
However, the civil servant recruitment process at these new agencies will not be conducted through the simultaneous recruitment mechanism used for CPNS (prospective civil servant) positions in previous years. Instead, it will be tailored to the specific needs of the new government institutions, allowing for flexible recruitment processes.
According to Aba, the positions that can be filled through flexible recruitment for civil servants are PPPK (civil servants with work agreements) because they are contract-based and allow the government to recruit specialised professionals in specific fields. This is the recruitment pattern that will be applied at BGN for PPPK positions.
“The quotas assigned are specifically designated. So the quotas are not opened across multiple ministries; they are specifically allocated to BGN. At BGN, there happen to be people already performing duties there, and they get the opportunity to participate in standard selection processes,” Aba said.
According to Aba, the PPPK recruitment scheme at new agencies such as BGN will use the same selection pattern as general CASN (Career Personnel Selection) recruitment, from administrative screening to testing using the Computer Assisted Test (CAT) system run by the State Personnel Board (BKN), which includes the Basic Competency Selection Test (SKD).
“As it happens, if we follow this selection process, all Indonesian citizens have equal rights to register. The only issue is whether my experience aligns with what is required for the MBG programme. For example, whether my educational qualifications are suitable and so forth,” Aba said.
