Ministry of Public Works Moves Swiftly to Provide Modular Temporary Housing for Landslide Victims in Tegal Regency

Tegal — The Ministry of Public Works (PU), through PT Wijaya Karya (Persero) Tbk, is carrying out the construction of modular temporary housing (huntara) as part of the emergency response to a landslide disaster in Tegal Regency. The project is designed to provide decent, rapidly built, and safe housing for affected communities.

The construction site is located in Capar Village, based on geological assessment recommendations from the Energy and Mineral Resources Agency to ensure the housing area is safe from potential further landslides. The project site covers approximately 47,000 m² and is designed to accommodate 456 households, or 1,824 individuals.

Minister of Public Works Dody Hanggodo stated that the temporary housing construction is being carried out swiftly so that affected residents can promptly obtain safe and comfortable shelter. “PU temporary housing is typically completed in around three weeks. The hope is that it can be occupied before Eid al-Fitr, complete with public facilities, bathrooms, and other supporting amenities. It will be more or less similar to what we previously built in North Sumatra and Aceh, complete with beds, wardrobes, and fans,” the Minister explained.

The temporary housing uses the MOLI modular steel structure system, which allows installation without heavy equipment, thereby accelerating construction time whilst minimising impact on ground conditions. Each building block covers 288 m² with a configuration of 16 modules that can accommodate 12 families (48 persons). Sanitation facilities are provided at a ratio of one unit per eight occupants, comprising a total of 228 toilets and 228 bathrooms.

Housing distribution is divided into 11 zones (A–K) with a total of 38 building blocks. In addition to residential units, supporting facilities such as prayer rooms and open areas have also been prepared to support social needs and residents’ activities during the emergency response period.

In terms of utilities, the clean water system is supplied through a water network and wells, wastewater treatment uses biotech installations with a capacity of 5 m³ per block, whilst greywater is channelled through drainage systems. Electricity supply for the temporary housing complex is connected to the PLN grid.

To maintain land stability, contour management work involving terracing forms an important part of the site preparation phase. As documented on 17 February 2026, the project is supported by heavy equipment resources including 7 excavator units, 3 bulldozer units, and 1 vibro unit.

WIKA President Director Agung Budi Waskito stated that this temporary housing project is not merely physical construction but a manifestation of the Government’s presence in providing dignified housing for disaster-affected communities. “This initiative is aligned with the spirit of the government’s Asta Cita programme, particularly in strengthening community resilience, equitable development, and protection of citizens in emergency situations. WIKA is committed to delivering rapid, safe, and sustainable construction solutions to support the recovery of community life,” said Agung.

The facilities are planned to be made available to affected residents promptly whilst awaiting the rehabilitation and reconstruction process for permanent housing.
