Ministry of Marine Affairs Launches Siap Mutu Platform to Streamline Fisheries Export Processes
MONITOR, Jakarta – The Ministry of Marine Affairs and Fisheries (KKP) has launched an integrated nation-wide application platform to facilitate export activities for business operators and ensure acceptability by competent authorities in destination countries.
The Siap Mutu application (Quality Service Information System and Application) operates under the Agency for Quality Control and Inspection of Marine and Fisheries Products (Badan Mutu KKP).
"The Siap Mutu application can be accessed nationally and is connected to OSS and INSW (Indonesia National Single Window) as well as other related systems across various agencies to facilitate fisheries export activities for business operators," explained Ishartini, Head of Badan Mutu KKP, in a press release.
"Siap Mutu is also a tool that supports the acceptability of fisheries products in destination countries, as competent authorities abroad can now receive the SMKHP (Fisheries Product Quality and Safety Certificate) electronically via a QR Code system, which is highly efficient," she added.
Currently, the SMKHP is a mandatory requirement for quality assurance and food safety compliance in 140 Indonesian fisheries export destination countries. With Siap Mutu, international connectivity has become faster, more robust, effective and efficient, minimising dwelling time and thereby strengthening the competitiveness of Indonesian fisheries products in the global market.
Through this application, the process of requesting SMKHP issuance — from application evaluation and technical assessment through to the draft SMKHP — takes an average of five minutes, followed by online verification of vessel data, commodity volumes and other processes.
One example of Siap Mutu's operations can be seen at the Badan Mutu Provincial Representative Office for West Java at the Tanjung Priok Office. The application is also integrated with the PNBP (non-tax state revenue) payment system, enabling receipts to be printed on the spot.
"Service users can also monitor online where their application is in the process," added Dede Suhendra, Acting Head of the West Java Badan Mutu Office (Jakarta II).
**Integration with INSW System**
To facilitate business operators and as part of its public service commitment, the digitalisation of SMKHP issuance services through the Siap Mutu application has been fully brought online within the Indonesia National Single Window (INSW) system. Consequently, data entered by business operators through Siap Mutu is synchronised with relevant ministries and agencies, ensuring fisheries commodities are ready for shipment to various destination countries.
"We have coordinated with LNSW and in accordance with the mandate of Ministerial Regulation PERMENKP 33 of 2024, the system is now online with SINSW (Indonesia National Single Window System)," said Ishartini.
The National Single Window Agency (LNSW), as the competent authority for electronic data exchange in commodity trade, plays a crucial role in supporting digital fisheries exports.
"Together with LNSW, we have also explored the possibility of electronic certificate cooperation with Norway, and all of this will be conducted through a single gateway under the SINSW umbrella," she concluded.
Previously, Minister of Marine Affairs and Fisheries Sakti Wahyu Trenggono issued instructions on digital transformation within the KKP to establish an electronic-based governance system within the ministry. This is essential for building accurate and reliable unified data, as well as providing optimal public services.
