Jakarta — Indonesia’s Ministry of Law is strengthening digital integration across government agencies to accelerate services for social legal entities, according to Widodo, Director General of General Legal Administration (AHU) at the Ministry of Law.

Since 2025, the Ministry of Law has undertaken substantial transformation in public services through service digitalisation. “Inter-agency collaboration is crucial in expediting the process of establishing social legal entities, such as foundations and associations,” Widodo stated at a coordination workshop in Jakarta on Monday, 9 March.

Currently, approximately 160 types of services are being integrated into a single Super Apps system to enhance public accessibility. This integration is considered essential because in practice, the establishment of social legal entities often requires recommendations from multiple ministries or agencies. Without proper coordination, such processes can be considerably time-consuming.

Widodo expressed hope that inter-agency approval processes can be conducted entirely digitally through a unified system in the future. As a result, recommendations will no longer be conducted through manual correspondence, but directly through interconnected online systems.

“When relevant ministries provide approval through the system, the service process can proceed immediately without waiting for manual paperwork,” he stated.

Currently, there are approximately 300,000 registered social legal entities in Indonesia, with the highest concentration in West Java. The majority of these entities operate in the social, educational, and humanitarian sectors and play an important role in supporting community development.

For this reason, the Ministry of Law is encouraging civil society organisations without legal status to obtain legal entity status promptly to ensure clearer, more accountable and transparent organisational governance, particularly when receiving government support or assistance.

The coordination workshop on strengthening regulations and standards for technical recommendations was conducted to reinforce the quality of social legal entity services through improved inter-ministerial and inter-agency coordination. Widodo said the coordination workshop represents a strategic step towards delivering faster, more transparent, and integrated services to the public.

In addition to strengthening coordination, the forum also discussed regulatory harmonisation and the development of simplified service guidelines to help the public better understand the social legal entity registration process.

Andi Talleting Langi, Director of Business Entities at the Directorate General of AHU at the Ministry of Law, added that the coordination forum is also part of the finalisation process for amendments to Ministry of Law and Human Rights Regulation No. 13 of 2019. The regulatory changes are intended to align service mechanisms with technological developments and accommodate the increasing number of applications for social legal entity establishment.

“This forum is an important step to align regulations whilst preparing amendments to Ministry Regulation No. 13 of 2019 so that service mechanisms become increasingly adaptive to technological developments and public needs,” Andi stated.

He noted that one of the key discussion focuses concerns strengthening the mechanism for providing recommendations from relevant ministries or agencies, which is an important part of the name reservation and establishment process for foundations and associations.

Going forward, the name reservation process will be conducted online and in real-time, no longer requiring manual verification. This system will be integrated with the Legal Entity Administration System used by notaries when submitting service applications.

With this integration, Andi hopes the service process will become faster, provide clearer legal certainty, and make it easier for the public to establish social legal entities.
