Ministry of Labour Receives 975 Complaints of Unpaid Holiday Allowances
JAKARTA — A total of 1,121 companies have been reported to the Ministry of Labour for failing to meet their obligations to pay Hari Raya allowance (THR).
The data came from the Ministry of Labour’s THR Complaint Post as of Tuesday, 17 March 2026, or four days before Eid al-Fitr.
Details of the complaints showed 975 cases where THR was not paid at all. A total of 302 cases involved delayed payments, whilst 378 cases involved THR payments that did not comply with regulations.
Labour Minister Yassierli stated that violations of THR payment rules occur every year.
“Companies are required to pay plus a five per cent fine,” said Yassierli after inaugurating a free mudik (Eid travel) service at the Ministry of Labour office in Jakarta on Tuesday, 17 March 2026.
This sanction is regulated under Article 62 of Government Regulation No. 36 of 2021 on Wages.
Each report received will undergo a verification process. The Ministry of Labour will summon the reported companies to request clarification.
“If it is confirmed, then it goes into our inspection notes,” said Yassierli.
The THR complaint post has been open since seven days before Eid. The Ministry of Labour has also deployed supervisors to follow up on reports.
Similar posts are available in various regions. Cases are handled directly when necessary.
“So feel free to submit complaints if employees should have received THR but did not,” said Yassierli.
THR must be paid no later than seven days before Eid. Payments must also be made in full with no instalment schemes permitted.
These requirements are set out in a circular regarding the implementation of THR payments for 2026.
“For the private sector, it is mandatory to pay THR in full, no instalments are allowed, and payment must be made no later than seven days before Eid,” said Coordinating Minister for Economic Affairs Airlangga Hartarto during a press conference in Jakarta on Tuesday, 3 March 2026.
