Ministry of Home Affairs holds coordination meeting on regional legal products in Central Sulawesi
The Ministry of Home Affairs (Kemendagri) is conducting a coordination meeting for regional legal products for the Sulawesi region for the year 2026 in Palu, Central Sulawesi, from 1–3 June 2026.
“Choosing Central Sulawesi as the host is a form of appreciation for its consistency and achievements in the Regional Compliance Index (IKD) assessments from 2021 to 2025,” stated Imelda Sormin, Director of Regional Legal Products at the Directorate General of Regional Autonomy, in Palu on Tuesday.
She explained that in 2025, Central Sulawesi was among seven provinces to achieve a very high IKD score regarding the planning, drafting, discussion, enactment, promulgation, and reporting of regulations. Furthermore, based on 2025 reports for the six provinces in the Sulawesi region, Central Sulawesi recorded the highest percentage of Regional Regulation (Perda) enactments, with eight out of 10 Draft Regional Regulations (Ranperda) enacted, representing an 80 per cent success rate.
“The timely reporting percentage was 8 out of 8 enacted regulations, meaning 100 per cent compliance, in accordance with the mandate of Law Number 23 of 2014,” she added.
In contrast, West Sulawesi Province recorded the lowest percentage of Perda enactments, with only three out of 15 Draft Regional Regulations, or 20 per cent. Meanwhile, Southeast Sulawesi Province recorded the lowest reporting percentage.
“We are requesting all regional secretaries to sign a reporting commitment, which will serve as an indicator in the evaluation of local government compliance regarding regional legal products,” she said.
The coordination meeting carries the theme: ‘Evaluating compliance of regional legal products in the framework of aligning national priority programmes.’ This forum is part of the Ministry of Home Affairs’ commitment to overseeing the implementation of National Priority Programmes in the regions, specifically the seventh point of ‘Astacita’ regarding the strengthening of legal reform.
The forum was attended by 100 participants, including regional provincial secretaries from Sulawesi, chairpersons of the Regional Regulation Formation Body (Bapemperda) of provincial DPRD in the Sulawesi region, heads of legal bureaus from provincial regional secretariats, and district/city regional secretaries across Central Sulawesi. Also in attendance were chairpersons of Bapemperda for district/city DPRD in Central Sulawesi, heads of legal divisions from district/city regional secretariats, and representatives from civil society and non-governmental organisations.
