        "content": "<p>The Ministry of Home Affairs (Kemendagri) is conducting a\ncoordination meeting for regional legal products for the Sulawesi region\nfor the year 2026 in Palu, Central Sulawesi, from 1\u20133 June 2026.<\/p>\n<p>\u201cChoosing Central Sulawesi as the host is a form of appreciation for\nits consistency and achievements in the Regional Compliance Index (IKD)\nassessments from 2021 to 2025,\u201d stated Imelda Sormin, Director of\nRegional Legal Products at the Directorate General of Regional Autonomy,\nin Palu on Tuesday.<\/p>\n<p>She explained that in 2025, Central Sulawesi was among seven\nprovinces to achieve a very high IKD score regarding the planning,\ndrafting, discussion, enactment, promulgation, and reporting of\nregulations. Furthermore, based on 2025 reports for the six provinces in\nthe Sulawesi region, Central Sulawesi recorded the highest percentage of\nRegional Regulation (Perda) enactments, with eight out of 10 Draft\nRegional Regulations (Ranperda) enacted, representing an 80 per cent\nsuccess rate.<\/p>\n<p>\u201cThe timely reporting percentage was 8 out of 8 enacted regulations,\nmeaning 100 per cent compliance, in accordance with the mandate of Law\nNumber 23 of 2014,\u201d she added.<\/p>\n<p>In contrast, West Sulawesi Province recorded the lowest percentage of\nPerda enactments, with only three out of 15 Draft Regional Regulations,\nor 20 per cent. Meanwhile, Southeast Sulawesi Province recorded the\nlowest reporting percentage.<\/p>\n<p>\u201cWe are requesting all regional secretaries to sign a reporting\ncommitment, which will serve as an indicator in the evaluation of local\ngovernment compliance regarding regional legal products,\u201d she said.<\/p>\n<p>The coordination meeting carries the theme: \u2018Evaluating compliance of\nregional legal products in the framework of aligning national priority\nprogrammes.\u2019 This forum is part of the Ministry of Home Affairs\u2019\ncommitment to overseeing the implementation of National Priority\nProgrammes in the regions, specifically the seventh point of \u2018Astacita\u2019\nregarding the strengthening of legal reform.<\/p>\n<p>The forum was attended by 100 participants, including regional\nprovincial secretaries from Sulawesi, chairpersons of the Regional\nRegulation Formation Body (Bapemperda) of provincial DPRD in the\nSulawesi region, heads of legal bureaus from provincial regional\nsecretariats, and district\/city regional secretaries across Central\nSulawesi. Also in attendance were chairpersons of Bapemperda for\ndistrict\/city DPRD in Central Sulawesi, heads of legal divisions from\ndistrict\/city regional secretariats, and representatives from civil\nsociety and non-governmental organisations.<\/p>",
