Ministry of Forestry: Presidential Regulation 110/2025 Strengthens National Carbon Governance
Jakarta (ANTARA) - The Ministry of Forestry has affirmed that Presidential Regulation (Perpres) No. 110/2025 on the Implementation of Carbon Economic Value and Greenhouse Gas Emission Control represents an important step in strengthening national carbon governance.
“Presidential Regulation 110/2025 was drafted through cross-ministerial and institutional cooperation involving academics, business actors, regional governments, and the public,” said Ristianto Pribadi, Head of the Ministry of Forestry’s Bureau of Public Relations and International Cooperation, in a statement in Jakarta on Tuesday.
The government stressed that the regulation was born from Indonesia’s own needs and is entirely in the national interest, rather than being based on external pressure, he added.
Ristianto said the regulation affirms that the management of carbon economic value falls under the full control of the Indonesian government.
“International cooperation will continue, but it is entirely placed within the framework of national interest without diminishing state sovereignty,” Ristianto said.
Furthermore, he said the presidential regulation implements Article 33 of the 1945 Constitution, which states that natural resources are controlled by the state for the greatest prosperity of the people.
“Through stronger carbon governance, the government ensures that Indonesia’s forest carbon potential is managed fairly and delivers tangible benefits to the public,” he said.
The Ministry of Forestry considers the regulation reinforces the role of the forestry sector not only in safeguarding the environment and biodiversity, but also in generating carbon units of high economic value.
“The management of Conservation Forests, Protection Forests, and Production Forests is being strengthened to support climate resilience as well as green economic growth,” Ristianto said.
There are three principal changes in the Presidential Regulation on the Implementation of Carbon Economic Value and Greenhouse Gas Emission Control. First, carbon policy synchronisation is integrated with national development.
Second, deregulation through the simplification and strengthening of the carbon trading system via an integrated and more efficient Carbon Unit Registry System (SRUK). Third, decentralisation, with the division of roles among ministries and institutions made clearer and more accountable.
Additionally, he said Presidential Regulation 110/2025 is also directed at improving public welfare, particularly through social forestry and critical land rehabilitation.
In future, communities that protect and restore forests will be assured of receiving fair and measurable economic benefits.
The regulation focuses on developing world-class Indonesian carbon credits that are high quality and possess integrity, as well as being globally recognised without neglecting national development priorities.
“Carbon economic value is expected not only to support the global climate agenda, but also to strengthen conservation, improve public welfare, and drive sustainable economic growth,” Ristianto said.
