The Technical Expert of the National Secretariat of Disaster-Safe Educational Units (Seknas SPAB), Jamjam Muzaki, has confirmed that under the Ministry of Education and Culture Regulation No. 33 of 2019 concerning the implementation of the Disaster-Safe Educational Units programme, the revitalisation of educational units in disaster-affected areas must include structural mitigation measures.

This means that the revitalisation of educational units in disaster-affected areas must construct schools that are safe from potential disasters that may occur in the future, particularly considering disaster-prone zones.

“Ideally, this is what should happen (implementing mitigation efforts for educational units against potential disasters in the future), and it is already regulated in Ministerial Regulation 33/2019, which requires structural mitigation measures. So this is done as standard, particularly for severely damaged facilities and relocation,” Muzaki stated at the Ministry of Education’s Policy Dialogue with Media Representatives in Tangerang on Monday (2 March).

Furthermore, for revitalising educational units in Sumatra, he encouraged strengthening buildings against earthquake risks, as the Sumatra region also faces considerable earthquake hazards.

“We are also encouraging building reinforcement because Sumatra faces considerable earthquake risk given it is located in a megathrust zone. We are promoting this,” said Muzaki.

It should be noted that as of 27 February 2026, the number of schools that have entered into Work Cooperation Agreements (PKS) for Educational Unit Revitalisation as part of post-disaster learning recovery in Sumatra has reached 1,741 schools with a total value of Rp1.254 trillion. Meanwhile, the budget that has been disbursed amounts to Rp411.4 billion.

The disbursement process was temporarily delayed this week due to an addendum to the cooperation agreement adjusting the addition of furniture in the revitalisation menu. It is planned that next week the cooperation agreement will expand to cover 248 additional schools, and the disbursement process will continue for schools that have already implemented the agreement.

Additionally, the Ministry of Education through the Centre for Education Financing Services (Puslapdik) is also unblocking government assistance budget allocations (Banpem) totalling Rp21.6 billion. This process is expected to be completed next week so funds can be immediately distributed to meet learning needs during the emergency transition period towards recovery.

Regarding assistance for teachers, Rp220 billion has been disbursed so far for approximately 36,000 teachers, and verification is still ongoing for 23,000 additional teachers.

Damage assessment is based on damage to essential spaces such as classrooms, libraries, administrative offices, and principal’s offices.

The Ministry of Education emphasised that revitalisation is prioritised for schools in disaster-affected areas, remote schools, and damaged schools.
