        "content": "<p>The Technical Expert of the National Secretariat of Disaster-Safe\nEducational Units (Seknas SPAB), Jamjam Muzaki, has confirmed that under\nthe Ministry of Education and Culture Regulation No.\u00a033 of 2019\nconcerning the implementation of the Disaster-Safe Educational Units\nprogramme, the revitalisation of educational units in disaster-affected\nareas must include structural mitigation measures.<\/p>\n<p>This means that the revitalisation of educational units in\ndisaster-affected areas must construct schools that are safe from\npotential disasters that may occur in the future, particularly\nconsidering disaster-prone zones.<\/p>\n<p>\u201cIdeally, this is what should happen (implementing mitigation efforts\nfor educational units against potential disasters in the future), and it\nis already regulated in Ministerial Regulation 33\/2019, which requires\nstructural mitigation measures. So this is done as standard,\nparticularly for severely damaged facilities and relocation,\u201d Muzaki\nstated at the Ministry of Education\u2019s Policy Dialogue with Media\nRepresentatives in Tangerang on Monday (2 March).<\/p>\n<p>Furthermore, for revitalising educational units in Sumatra, he\nencouraged strengthening buildings against earthquake risks, as the\nSumatra region also faces considerable earthquake hazards.<\/p>\n<p>\u201cWe are also encouraging building reinforcement because Sumatra faces\nconsiderable earthquake risk given it is located in a megathrust zone.\nWe are promoting this,\u201d said Muzaki.<\/p>\n<p>It should be noted that as of 27 February 2026, the number of schools\nthat have entered into Work Cooperation Agreements (PKS) for Educational\nUnit Revitalisation as part of post-disaster learning recovery in\nSumatra has reached 1,741 schools with a total value of Rp1.254\ntrillion. Meanwhile, the budget that has been disbursed amounts to\nRp411.4 billion.<\/p>\n<p>The disbursement process was temporarily delayed this week due to an\naddendum to the cooperation agreement adjusting the addition of\nfurniture in the revitalisation menu. It is planned that next week the\ncooperation agreement will expand to cover 248 additional schools, and\nthe disbursement process will continue for schools that have already\nimplemented the agreement.<\/p>\n<p>Additionally, the Ministry of Education through the Centre for\nEducation Financing Services (Puslapdik) is also unblocking government\nassistance budget allocations (Banpem) totalling Rp21.6 billion. This\nprocess is expected to be completed next week so funds can be\nimmediately distributed to meet learning needs during the emergency\ntransition period towards recovery.<\/p>\n<p>Regarding assistance for teachers, Rp220 billion has been disbursed\nso far for approximately 36,000 teachers, and verification is still\nongoing for 23,000 additional teachers.<\/p>\n<p>Damage assessment is based on damage to essential spaces such as\nclassrooms, libraries, administrative offices, and principal\u2019s\noffices.<\/p>\n<p>The Ministry of Education emphasised that revitalisation is\nprioritised for schools in disaster-affected areas, remote schools, and\ndamaged schools.<\/p>",
