Ministry of Creative Economy Drafts Guidelines for Procurement in Creative Services Sector
Jakarta (ANTARA) - The Ministry of Creative Economy (Kemenekraf) is currently drafting guidelines for procurement in the creative services sector to prevent cases like the one that befell videographer Amsal Christy Sitepu from recurring.
Creative Economy Minister (Menekraf) Teuku Riefky Harsya said that in preparing these guidelines, his ministry is involving various stakeholders, such as associations and communities active in the creative industry.
“The Ministry of Creative Economy is finalising the preparation of guidelines in the creative services sector by involving relevant stakeholders, particularly associations and communities, to serve as a reference for preventing similar problems in the future,” Teuku said during a press conference in Jakarta on Monday.
For information, videographer Amsal Christy Sitepu was implicated in an alleged corruption case related to the management and creation of local village communication and informatics networks or installations in Karo Regency, North Sumatra, for the 2020-2022 fiscal years.
According to the Karo Regency Inspectorate, the costs for concepts or ideas, clip-on/microphone, cutting, editing, and dubbing should have been valued at Rp0 or free.
Teuku explained that the Minister of Finance Regulation has established input cost standards and special cost standards for preparing ministry/institution budgets. However, these regulations do not yet cover all creative industry sectors.
Considering the development of the digital era, Teuku emphasised the importance of guideline standards that encompass all creative industry sectors.
Teuku explained that the government will complete these regulations in the coming months.
He believes that preparing these guidelines requires involving creative services provider associations, taking into account several factors such as the experience of service providers and price comparisons in each region.
“So, there are several variables; we can’t just put this together carelessly; it must be done properly but not too rigid. There should also be room for adjustments, whether based on seniority and experience levels or regional differences,” Teuku said.
