Ministry of Communications Blocks Access to eBay, KLM and Bath & Body Works Over Registration Non-Compliance

The Ministry of Communications and Digital of the Republic of Indonesia has severed access to three Private Scope Electronic System Operators (PSE) that have failed to demonstrate genuine commitment to fulfilling their registration obligations. Among them is a major US-based e-commerce platform.

The three entities subjected to sanctions are PT Dunia Luxindo, the owner of the Bath and Body Works brand, eBay Inc., and KLM Royal Dutch Airlines.

Director General of Digital Space Supervision at the Ministry of Communications and Digital, Alexander Sabar, stated that the access termination constitutes an administrative sanction against PSE operators that do not comply with prevailing regulations.

"This access blocking of electronic systems is a form of administrative sanction imposed by the Minister of Communications and Digital on Private Scope PSE operators that have not undertaken registration efforts," said Alexander in a written statement in Jakarta on Sunday (29/6).

The decision is in accordance with Article 7 of Minister of Communications and Informatics Regulation Number 5 of 2020 concerning Private Scope Electronic System Operators.

Alexander emphasised that prior to carrying out the access termination, the Ministry had issued notification letters, warning letters, and press releases regarding the registration obligation.

"However, up to the deadline set following the issuance of warning letters, the three PSE operators still showed no effort to fulfil their registration obligations," he stressed.

The access termination measure represents a commitment to law enforcement to ensure the national digital space is more orderly and accountable. Furthermore, the Ministry seeks to create equal obligations among electronic system operators.

"This is also an effort to protect the public as users of digital services from potential risks arising from services that are not officially registered," Alexander Sabar affirmed.

The Ministry encourages all PSE operators to register their electronic systems through the OSS system before operating in Indonesia, and to "actively update registration information should any changes occur," he concluded.
