Ministry of Agrarian Affairs Accelerates Spatial Planning Synchronisation to Attract Investors
JAKARTA — In a bid to drive infrastructure investment growth in Indonesia, the Director General of Spatial Planning at the Ministry of Agrarian Affairs and Spatial Planning (ATR/BPN), Suyus Windayana, has stressed the importance of accelerating the preparation and integration of Detailed Spatial Plans (RDTR) with the Online Single Submission (OSS) system.
He made the remarks while speaking at the thematic forum on Infrastructure Investment Process in Indonesia, part of the International Conference on Infrastructure (ICI) 2025, held at the Jakarta International Convention Center on Wednesday (11/6/2025).
"To attract investors, we have prepared two key policies. One of them is through regulation under the Job Creation Law and Government Regulation 21 of 2021, which provides ease for business activities and national strategic projects," said Suyus.
**Target of 2,000 RDTRs Issued, OSS to Expedite Permit Services**
The Ministry of ATR/BPN is targeting the issuance of 2,000 RDTRs in the coming years, with a minimum of 100 new RDTRs each year. Currently, 645 RDTRs have been compiled, but only 352 are fully integrated with OSS.
Suyus revealed that the integration of RDTR and OSS has had a significant impact. From the approximately 350 integrated RDTRs, some 340,000 investment permit applications have been recorded. Meanwhile, in areas without RDTR and OSS, the figure reaches only 20,000.
"With RDTR connected to OSS, permits can be completed within a single day," he explained.
**KKPR and Business Permit Process Efficiency**
The Director General of Spatial Planning also emphasised that Conformity of Spatial Utilisation Activities (KKPR) serves as the initial stage of the permit process. Therefore, RDTR integration is not merely a technical matter but a national strategic necessity.
To accelerate the process, the Ministry of ATR/BPN, together with the Ministry of Investment, is currently drafting a joint circular letter to encourage regional heads to promptly connect their RDTRs to OSS.
"This step represents the government's commitment to creating an investment ecosystem that is efficient, transparent, and measurable, based on spatial planning," Suyus concluded.
