Bisnis.com, JAKARTA — The Ministry of Public Works (PU) has revealed that the low projected traffic volume is the main cause behind the Gedebage-Tasikmalaya-Cilacap (Getaci) toll road project failing to secure funding from investors. This situation has caused the toll road project, Indonesia’s longest, to face repeated auction delays since 2020. Minister of Public Works Dody Hanggodo explained that the limited interest from business entities is often triggered by the project’s suboptimal financial feasibility. As such, without adequate traffic figures, investors tend to be reluctant to invest capital in this large-scale infrastructure project. “Usually, if a project we offer doesn’t attract much interest, it’s because the traffic is low,” said Dody when met at his office on Friday (10/4/2026). The government actually has the option to provide construction support or chip in to improve the investment viability of the Getaci Toll Road. However, limited fiscal space in this year’s budget makes it difficult to realise this government support option in the near term. Dody added that his ministry is now reconsidering the priorities for national infrastructure budget allocation. The government tends to shift focus to projects that have more urgent impacts on disaster mitigation and logistics efficiency. “If the traffic is low, to make it attractive, the government chips in, but with the current budget limitations, the government’s chip-in is sidelined,” explained Dody. Previously, the Gedebage-Tasikmalaya-Cilacap Toll Road or Getaci Toll was said to be entering a new preparation stage through Project Development Facilities (PDF). Director General of Infrastructure Financing at the Ministry of Public Works, Rachman Arief Dienaputra, explained that this crucial process is scheduled to begin execution in the second quarter of 2026. The PDF scheme is implemented to ensure that the project’s technical and financial documents are more mature before being offered again to investors. “For the Gedebage-Tasikmalaya toll road project plan, it is currently in the preparation stage, where the preparation is carried out through the Project Development Facility (PDF) from the Ministry of Finance, targeted to start in the second quarter of 2026,” said Rachman Arief. In its implementation, Rachman added, the Ministry of Finance has assigned PT Sarana Multi Infrastruktur (Persero) or SMI as the technical executor of the PDF. Subsequently, PT SMI will be responsible for conducting a thorough review of all aspects of the project, including a review of the feasibility study and the preparation of other supporting documents needed in the auction process.
