The Gedebage–Tasikmalaya–Cilacap (Getaci) toll road project has been touted from the outset as one of Indonesia’s most ambitious infrastructure initiatives. Stretching 206.65 km, the project is projected to surpass the record of the Terbanggi Besar–Pematang Panggang–Kayu Agung toll road, which measures 189 km. However, behind this grand ambition, the Rp56.2 trillion investment project faces serious challenges, including a dearth of investor interest. From the beginning, the project had actually identified a tender winner. In 2022, the consortium PT Jasamarga Gedebage Cilacap (JGC), comprising PT Jasa Marga (Persero) Tbk, PT Daya Mulia Turangga, PT Gama Group, and PT Jasa Sarana, was appointed as the implementer. Unfortunately, the consortium’s progress was halted midway. They failed to reach a financing agreement or financial close, which is a crucial requirement for project continuation. Minister of Public Works, Dody Hanggodo, revealed the primary reason behind the tepid investor interest in the project. He assessed that the main issue lies in the traffic potential, deemed insufficiently promising. “Usually, if a project we offer attracts little interest, it’s because the traffic is low,” Dody stated, as quoted on Monday (13/4/2026). In terms of planning, the Getaci toll road is a strategic route connecting two provinces, West Java and Central Java. Its total length reaches 206.65 km, with 171.27 km in West Java and 35.38 km in Central Java. Nevertheless, the substantial investment requirement poses its own challenges. Amid increasingly selective bank liquidity in financing infrastructure projects, the Rp56.2 trillion figure is considered quite burdensome to realise without additional support. Beyond financial issues, criticism of the Getaci toll road project also touches on policy priority aspects. The government is now confronted with a dilemma: proceeding with the project through additional fund injections or diverting the budget to other more urgent needs.
