Minister Nusron: Service transformation requires shared commitment

Minister of Agrarian Affairs and Spatial Planning/Head of the National Land Agency (ATR/BPN) Nusron Wahid has stated that the transformation of land services requires commitment from all parties involved. “This requires political will from the National Land Agency, the Indonesian Land Deed Officials Association (IPPAT), and regional heads. We share the same wave of thought, which is to make things easier for the public,” said Minister Nusron in Jakarta on Thursday. Nusron explained that the service transformation being carried out by ATR/BPN is based on two orientations: certainty and ease for the public. “The spirit of transformation we are undertaking aims to provide certainty to applicants. It must be certain, fast, and measurable, but compliance must be maintained,” he stated. This was conveyed during a briefing to Heads of Land Offices, Regional Administrators of the Land Deed Officials Association, and several representatives from Regional Revenue Agencies who attended both online and offline at the ATR/BPN Ministry’s Prona Hall in Jakarta. In addition to providing certainty, Minister Nusron wants the land service transformation to offer ease, so public services must continuously adapt to the needs of the community. “The second spirit is that we want to provide ease to the public,” he said. Nusron explained that the ministry’s transformation focus is directed at the Scheduled Measurement and Title Transfer systems. Through Scheduled Measurement in the land registration process, the public can obtain certainty regarding a more planned measurement schedule. Scheduled Measurement is targeted for completion within 12 days, with a maximum waiting period of seven days for scheduling. Currently, Scheduled Measurement has been implemented in 400 out of 483 land offices across Indonesia. The second transformation set by the ministry is Title Transfer, with a completion time of 10 days. The target is for the verification process of the Land and Building Title Transfer Fee (BPHTB) to be completed by the regional government within three days, and the preparation of the sale and purchase deed by the Land Deed Official within two days. Subsequently, for matters at the land office, once the public has fulfilled all requirements and made payments for the Deposit Order Letter and Non-Tax State Revenue, the maximum completion time is five days. By regulating the time at each stage, the Title Transfer process is expected to become more certain, faster, and easier for the public.
