Indonesia’s Minister of Hajj and Umrah (Menhaj) Mochamad Irfan Yusuf has reported that around 50 percent of Indonesian prospective Hajj pilgrims will follow the Murur Scheme as a strategic step to reduce density during the peak Hajj phase. According to Menhaj, this policy addresses the challenges of crowded mobility flows in Muzdalifah, a critical point that requires special handling to avoid risks to life safety. “Murur pilgrims will be taken from every embarkation group, with the number of Murur pilgrims amounting to 100,930 people or about 50 percent of the total quota of regular Hajj pilgrims,” said Menhaj Irfan during a Working Meeting (Raker) with Commission VIII of the Indonesian House of Representatives in Jakarta on Wednesday. In addition to Murur, the government is also implementing the Tanazul Programme in Mina, a facility for pilgrims not to stay in Mina tents and to return to hotels in Makkah. This programme will be followed by 76,412 people from 196 embarkation groups, particularly those staying in the Syisyah, Raudhah, and Aziziyah areas. Menhaj Irfan emphasised that both policies are part of the transformation of Hajj services, which not only focus on fulfilling worship aspects but also on risk management and comprehensive pilgrim protection. In its implementation, the Murur Scheme will use a special bus fleet from each centre with escorting officers. The departure of pilgrims will be carried out in stages starting at 19:00 Saudi Arabia time for zones 3 and 4, followed by zone 5 approaching midnight. Meanwhile, the Muzdalifah and Mina Task Force will ensure the smooth process of pilgrim movement until they arrive at their respective tents without accumulation at critical points.
