Madiun City DPRD and City Government Agree on 17 Regional Regulations
Madiun, East Java (ANTARA) - The Regional People’s Representative Council (DPRD) and the Madiun City Government, East Java, have agreed on 17 draft regional regulations (raperda) to become regional regulations (perda), aimed at building a more advanced and prosperous city.
DPRD Madiun City Chairman Armaya stated that all these raperda had undergone a lengthy discussion process from 2023 to 2025. However, the provincial government’s facilitation process was only completed in early 2026, allowing for their simultaneous approval.
“From the start, it was stated that there were 17 raperda, with 12 from the executive and five from the legislature. Discussions ran from 2023 to 2025, but the governor’s facilitation results only came down yesterday, so they could only be approved this year in 2026,” Armaya said in Madiun, East Java, on Thursday.
The five DPRD-initiated raperda include the organisation of digital literacy, regional innovation, development and management of trade facilities, smart city organisation, and public information transparency.
Meanwhile, the 12 executive-proposed raperda include regulations on regional spatial planning, employment, population administration, environmental protection, road traffic and transportation, and business licensing in the health sector.
According to him, the agreement on these raperda demonstrates the productivity of the legislative function between the DPRD and the Madiun City Government.
After approval at the local level, the documents will be sent to the East Java Governor for approval and registration number.
Armaya also hopes that the city government will promptly prepare mayoral regulations (perwal) as technical guidelines for implementing the perda so that the policies can soon be felt by the community.
Acting Mayor of Madiun F Bagus Panuntun said that the raperda discussion process indeed requires considerable time as it must go through harmonisation and evaluation stages at the provincial level.
“After being agreed upon together, the city government will immediately send the documents to the East Java Governor to obtain a registration number before reporting to the Ministry of Home Affairs,” Bagus said.
With the approval of all raperda, it is hoped that the new regulations can strengthen governance in Madiun City.
