Low Waste Levy Realisation Leaves Mataram's Environmental Agency in a Dilemma Over Increasing Garbage Fees
The Mataram Environmental Agency (DLH) is in a dilemma over increasing waste collection service fees. The reason is that waste levy realisation up to March 2026 remains low at 11% or around Rp1.4 billion from the target of Rp12.5 billion for the entire year.
“It is indeed still far from the set target. Our target is Rp12.5 billion,” said the Head of the Mataram Environmental Agency (DLH), Nizar Denny Cahyadi, when contacted on Thursday (9/4/2026).
Nizar said the Mataram City Government (Pemkot) has chosen to postpone the waste fee increase this year. He acknowledged that the waste collection levy realisation target will be difficult to achieve.
“If we raise the fees, it will clearly exceed that target. But with the old fees, it won’t be possible,” he added.
Nizar did not deny facing a dilemma with the low achievement of waste levies. Currently, the waste collection service fee from the Mataram City Government is Rp5,000. Based on Regional Regulation (Perda) Number 1 of 2024, the waste collection fee should increase to Rp10,000.
“It’s a dilemma if we raise the fee from Rp5,000 to Rp10,000 as per the Perda; the public will surely react. It’s the same as the parking levy; it’s also a dilemma. We want to raise it, but the community’s economy is not yet stable,” Nizar emphasised.
It is known that the Mataram City Original Local Revenue (PAD) as of March 2026 has reached Rp130 billion or equivalent to 19.91% of the Rp656 billion target. The Mataram City Government is optimistic that PAD this year can meet the target through several Regional Work Units (OPD) until the end of 2026.
“From (the target of) Rp656 billion, only Rp130 billion more has been realised or equivalent to 19.91% as of March 2026,” said the Head of the Mataram Regional Financial and Asset Management Agency (BKD), Muhamad Ramayoga, on Wednesday (8/4).
Yoga detailed that local tax realisation is at Rp72 billion from the Rp311 billion target, or 23.2%. Then, levy realisation has only reached Rp56 billion from the Rp326 billion target or 17.3%.
“(The percentage in the first quarter) has already met the target. The target is around 20%, and this is already 19.91%,” he explained.
