JAKARTA — The government, through the Directorate General of Land Transportation (Ditjen Hubdat) of the Ministry of Transportation, is preparing extreme measures to save the Jakarta Greater Area toll network from total collapse.

In a technical document presented during a Focus Group Discussion on Managing Toll Traffic Congestion in Jakarta’s Greater Area held on Monday, 16 March 2026, plans were revealed for implementing far stricter operational restrictions on freight transport vehicles compared to previous regulations.

This step was taken following deteriorating toll road performance indicators caused by heavy vehicle dominance, which has resulted in reduced average speeds and increased fatal accident rates.

In transportation terminology, figures above 1.00 indicate that a road is “broken” or experiencing total congestion because vehicle numbers exceed road capacity.

Meanwhile, data from November 2025 shows that almost all major inner city toll segments are in critical congestion status. The Cawang IC-Cawang segment recorded the highest ratio at 1.11, followed by Cawang-Tebet (1.24), and Pancoran-Kuningan 2 (1.24). Even in the western region, the Slipi 1 to Slipi 2 segment showed a figure of 1.16. These conditions explain why average speed on the toll road currently only reaches 28 km/hour, a speed more reminiscent of leisurely cycling than driving on a motorway.

If the policy successfully reduces the load by 20 per cent, the toll road’s level of service is projected to improve from category E (congested/unstable) to category C or D (stable/flowing traffic).

Traffic flow stability is projected to improve significantly with potential time savings of up to 12 minutes per journey.

“Our target is to restore the function of toll roads by increasing average speed from 28 km/hour to 45 km/hour,” states the official Ditjen Hubdat document.

Interestingly, data shows a sharp contrast when moving towards Soekarno-Hatta Airport. This indicates that the main bottleneck is indeed locked at the city centre (Cawang-Slipi-Tomang), which serves as the confluence point for various commuter and logistics flows.
