List of Adjusted Working Hours for Civil Servants in DKI Jakarta During Ramadan 2026
The Provincial Government of DKI Jakarta has issued Circular Letter Number 1/SE/2026 concerning the adjustment of working hours for Civil State Apparatus (ASN) personnel in DKI Jakarta during Ramadan 2026/1447 Hijriah.
Under the policy, civil servant working hours during Ramadan are shortened and applied flexibly, whilst maintaining the quality of public services.
“As a follow-up to Presidential Regulation Number 21 of 2023 on Working Days and Working Hours for Government Agencies and Civil State Apparatus Personnel, and Minister of Administrative and Bureaucratic Reform Regulation Number 4 of 2025 on Flexible Duty Implementation for Civil State Apparatus Personnel in Government Agencies,” said DKI Jakarta Governor Pramono Anung in his statement on Wednesday (18 February).
Based on the circular, regular ASN working hours on Monday to Thursday during Ramadan are set at 08:00–15:00 Western Indonesian Time (WIB), with a 30-minute break from 12:00–12:30 WIB.
On Fridays, hours are adjusted to accommodate Friday prayers, with working hours set at 08:00–15:30 WIB and a one-hour break from 11:30–12:30 WIB.
Under these arrangements, the effective working time for civil servants during Ramadan is approximately 6.5 hours per day, excluding break times.
Additionally, through the circular, Pramono has permitted ASN personnel in DKI Jakarta to start work up to one hour earlier or later than the normal schedule, with a proportional adjustment to their finishing time.
“Permitted at the earliest 60 minutes before the stipulated start time and at the latest 60 minutes after the stipulated start time, with a proportional adjustment to the finishing time on the day in question, with a cumulative total of 6.5 hours in one day excluding break time,” reads Article 3c of the circular.
Accordingly, the total working hours for civil servants during Ramadan amount to 32 hours and 30 minutes per week, excluding break times.
This figure is five hours shorter than the normal working week of 37 hours and 30 minutes.
However, the flexibility provisions do not apply to employees providing direct services to the public, or those carrying out urgent official duties that must be completed on the day in question or performed outside the office.
