List of 5 New Bills Approved by DPR Enters Priority Prolegnas 2026
The plenary meeting of the House of Representatives’ Legislation Body (Baleg) with the government has officially agreed on the evaluation of the 2026 Priority National Legislation Programme (Prolegnas) list on Wednesday (15/4).
Five new bills have entered that list, four of which come from DPR proposals, and one from the government.
“I think that’s enough; we have conducted the evaluation. It’s fine to evaluate every three months; there’s no problem,” said the Chairman of Baleg DPR, Bob Hasan.
Bob detailed the four government-proposed bills: the Housing and Settlement Areas Bill, the Broadcasting Bill, the Curator Profession Bill, and the Environmental Protection and Management Bill. Meanwhile, the one government-proposed bill is the Auctions Bill.
Besides these five new bills, another bill has been proposed for a nomenclature change. The list is the Indigenous Legal Communities Bill becoming the Indigenous Peoples Bill.
Then, one bill, namely Narcotics and Psychotropics, has become a DPR proposal from the original government proposal.
“That’s what we’ve agreed on together, which we will of course read out in the upcoming plenary session,” Bob said.
Extend Aceh’s Special Status and Autonomy Through RUU PA
Baleg DPR has also agreed on the special status and autonomy funds of Aceh Province, which will be regulated through the Aceh Governance Bill (RUU PA).
Deputy Chairman of Baleg DPR, Ahmad Doli Kurnia, emphasised that going forward, they will discuss the amount of the autonomy funds in the bill.
“In our discussions during the Legislation Body, especially the working group for drafting the Aceh Bill, we have agreed to extend Aceh’s special government status, including extending the special autonomy funds,” Doli said during the meeting.
“Now, the issue of the amount and everything else will of course be discussed in more detail later,” he added.
According to Doli, Aceh’s special status and special autonomy funds must be discussed immediately, as the status will expire in 2027, having been in effect since 2007.
“After the implementation of Aceh’s special status, especially the special autonomy funds, has been running for 20 years, in 2027 we must agree whether to continue Aceh’s special status or not,” he said.
The Aceh Bill is currently in the first-level discussion with the government at Baleg DPR.
Bob Hasan stated that Law Number 11 of 2006 on Aceh Governance (UUPA) is now 20 years old and is considered too outdated and no longer relevant.
“This must be completed properly at this opportunity. So, besides Helsinki as inspiration, the time period is already 20 years,” said Bob Hasan during the follow-up meeting on the bill at Baleg DPR in early January.
