Pekalongan City — The Pekalongan City Government’s commitment to delivering fast, easy, and transparent licensing services continues to be strengthened through the optimisation of digital systems and direct public services. Through the utilisation of the Online Single Submission Risk Based Approach (OSS RBA) system and the presence of the Public Service Mall (MPP), the city’s Investment and One-Stop Integrated Services Agency (DPMPTSP) has recorded a significant increase in licence issuances throughout 2025.

The Head of DPMPTSP Pekalongan City, Ade Suangkat, through Data and Information Processor Noor Falasifa — commonly known as Sifa — revealed that during 2025, the agency recorded thousands of Business Identification Numbers (NIB) issued through the OSS RBA system.

“During 2025, DPMPTSP Pekalongan City recorded data from OSS RBA for NIB issuance. From the beginning to the end of 2025, a total of 3,655 NIBs were issued in Pekalongan City,” Sifa explained on Wednesday (18 February 2026).

According to Sifa, the figure demonstrates strong public interest in obtaining business legality, as well as growing awareness among business operators of the importance of official licensing. Data compiled shows the five most registered Indonesian Standard Industrial Classification (KBLI) categories were food stalls, retail clothing outlets, and various daily necessities suppliers.

“Meanwhile, the highest sector in Pekalongan City is accommodation, food, and beverage provision. This demonstrates the continuing growth of the local economy, particularly in the services and culinary sectors,” she added.

Compared with the previous year, licensing achievements in 2025 experienced a fairly significant increase.

“Compared with 2024, there was an increase of approximately 20 per cent,” Sifa explained.

The increase is considered a result of easier access to the digital-based licensing system, as well as an increasingly proactive and responsive service approach to community needs.

In supporting the licensing process, DPMPTSP Pekalongan City uses the OSS RBA system, which is a central system from the Ministry of Investment/BKPM. This system enables business operators to process risk-based licensing in an integrated and nationwide manner.

“For the system we use, we employ OSS RBA, which is a central system from the Ministry of BKPM. In addition, there is also the New Sakpore system, which can be accessed through the website sakpore.pekalongankota.go.id,” Sifa explained.

With the integration of these systems, the licensing application process has become more transparent and efficient, and can be monitored online by business operators.

Beyond digital systems, DPMPTSP Pekalongan City also provides face-to-face services through the Public Service Mall (MPP), which is strategically located adjacent to the DPMPTSP office. The presence of the MPP serves as a solution for members of the public who require direct assistance in the licensing process.

“To facilitate licensing, we also already have an MPP that is strategically located in central Pekalongan City. So, members of the public who wish to register for licences can come directly to the MPP and be served by officers in person. This service is considered very helpful, especially for micro and small business operators who still need direct consultation before submitting licences independently through the online system,” she said.
