Legislation for levies
It is perhaps understandable that the non-governmental
organization Transparency International regards the corruption
that takes place in Indonesia as being the worst in the world.
After all, even without the existence of any law to authorize it,
a host of levies prevail in Indonesia. And worst of all, such
levies are now being charged by private companies as well.
Naturally we hope that something will be done about this.
Therefore we welcome the government's decision to abolish the
various levies that are being made by private parties. We also
regard as appropriate the government's intention to abolish or at
least reduce the number of levies made by the bureaucracy.
The point is that to become an advanced country we must be
consistent and stick to the policy that all levies must be
authorized by law and that the use of the money must be
transparent.
In case it is considered that having the levies made by
private parties is considered more efficient, then, for the sake
of the public's interest, the selection must be made by open
tender and done fairly.
