Inspector-General of Police Hengki has officially taken over as chief of the West Java Regional Police, replacing his predecessor, Inspector-General Pipit Rismanto. He instructed all personnel to be good listeners for the public and to hear their complaints.

He said the spirit of police working alongside the community must be reflected in officers’ everyday attitudes and actions. Closer ties with the public are built by being present, understanding people’s circumstances and working together to keep their neighbourhoods safe.

“That starts with the willingness to be a good listener. Hear complaints patiently, accept criticism with an open mind, and understand the problem before taking action,” he said in remarks at the handover ceremony at West Java Police headquarters on Tuesday (13 October 2026).

He said every citizen who comes to the police should feel respected and listened to, and receive clear information about how their complaint is being handled. Listening, he added, enables the police to identify what needs to be improved.

Hengki also said police transformation must encompass ways of thinking, conduct and the quality of work. Institutional reform, human resources, public services, law enforcement, oversight, budgets and technology must all ultimately deliver benefits that people can feel.

“This means fast and accessible services, professional and fair law enforcement, and the transparent and accountable exercise of authority,” he said.

He urged all personnel to support and implement the National Police Chief’s priority programmes in earnest.

Hengki also thanked his predecessor, Inspector-General Pipit Rismanto, saying his efforts to maintain public security and order, improve services, and foster closer ties with and concern for the community provided a valuable foundation to build on.

“I am committed to continuing programmes that have benefited the public, addressing areas that still need improvement, and ensuring that all personnel’s actions are aligned with the policy direction of the National Police Chief,” he said.

He added that the West Java Police would oversee government policies and programmes in line with its duties and authority by maintaining security and stability, enforcing the law and protecting the public.

“I ask everyone to set an example, guide their subordinates, and foster a disciplined working culture that is open to improvement,” he said.
