Latest Survey Reveals Top 10 Best-Performing Ministries, Ministry of Finance Takes First Place

Jakarta, CNBC Indonesia - Cyrus Network has released a national public opinion survey report for the April 2026 period. One of the topics covered concerns public satisfaction levels with ministers up to the popularity of ministries and agencies. The survey involved 1,260 respondents interviewed face-to-face in 126 villages/sub-districts across 38 provinces in Indonesia from 1 to 5 April 2026.

Cyrus Network’s Lead Researcher Syahril Ilhami explained that public satisfaction with the performance of ministers in the Merah Putih Cabinet reached 70%. The breakdown shows 67.3% expressing satisfaction and 2.7% very satisfied. On the other hand, 24% of respondents expressed dissatisfaction.

According to Syahril, there are two ministries or agencies that consistently rank in the top five for both popularity and performance assessments: the Ministry of Finance and the Cabinet Secretariat.

“This can be seen as both ministries being quite active in engaging with the public to convey what they have done or are doing. The public appreciates the communication they deliver at present,” said Syahril during a press conference on Tuesday (14/4/2026).

From his presentation, the 10 ministries with the best performance according to public assessment are:

  4. Ministry of Agriculture

  5. Ministry of Youth and Sports

  6. Ministry of Basic and Secondary Education

  10. Ministry of Communication and Digital Affairs

Meanwhile, the 10 ministries with the highest popularity levels are:

  1. Ministry of Finance

  2. Ministry of Religious Affairs

  3. Indonesian National Police

  4. Cabinet Secretariat

  5. National Nutrition Agency

  6. Ministry of Agriculture

  7. Ministry of Health

  8. Ministry of Youth and Sports

  9. Ministry of Energy and Mineral Resources

  10. Ministry of Social Affairs

On that occasion, CSIS Expert Researcher Arya Fernandes also revealed factors contributing to the popularity levels of ministries. First, significant exposure or high public visibility of the agency.

“Some ministries have high exposure, such as the Ministry of Finance, the National Nutrition Agency, and the Cabinet Secretariat, which have higher exposure than other ministries/agencies,” said Arya.

Second, coverage or territorial reach of the agency. For example, the Indonesian National Police, which has implementers in many areas due to its provincial police commands down to police stations. Thus, according to Arya, this explains the popularity of institutions like the Police.

Third, proximity to the president, such as the Cabinet Secretariat.

“Proximity to the president is also important. The Cabinet Secretariat’s exposure due to daily interactions with the president during state visits can explain why the Cabinet Secretariat’s popularity is higher than others,” said Arya.

Cyrus Network CEO Hafizhul Mizan also did not deny the influence of leadership figures in the agencies on the popularity factor of the surveyed institutions.

“We see that there are popular ministries. We cannot detach from the popularity bias of their figures. We try to be fair by not testing the popularity of individuals, so we ask the public about the performance of the ministries,” said Hafizh, his familiar name.

“But the public are not opinion leaders or experts in state administration or public policy who can separate that, ultimately there is a popularity bias,” he added.

This is due to differences in exposure and coverage possessed by the institutions. Hafizh explained that the Police institution is very close to the public, hence quite popular. Although he did not deny errors by one or two police individuals that tarnish the police’s name.

Similarly with ministers’ popularity. According to Hafizh, if there is a minister disliked by the public due to public communication, it will impact the performance assessment of each institution.

But from the survey results, according to Hafiz, there are two institutions assessed to have high popularity, and the public also rates their performance well: the Ministry of Finance and the Cabinet Secretariat.

“There are two. One is the Ministry of Finance, indeed filling the public with Mr Purbaya, and Cabinet Secretary Teddy Indra Wijaya, who today also speaks a lot to the public as the president’s special spokesperson, it seems. And that becomes the strength, so policies can be socialised well,” said Hafizh.
