Land Title Bribe Originated from Land Dispute
The Corruption Eradication Commission (KPK) has stated that the alleged bribery case in the processing of building use rights (HGB) for a private company in Bogor Regency, West Java, began as a land dispute between the company and several heirs to the land.
“This is alleged to have started with an application to extend the HGB or split the HGB into freehold title certificates (SHM) for land managed by a private company located in Bogor Regency, where part of the land is believed to still be problematic or disputed with several previous owners or heirs who allegedly hold SHM over those plots,” said Acting Director of Investigation at the KPK, Achmad Taufik Husein, at the KPK’s Red and White Building in Jakarta on Tuesday (15/9).
Taufik said the owners or heirs then filed a lawsuit with the Bandung State Administrative Court (PTUN) against the issuance of nine building use right certificates (SHGB) belonging to the private company by the Head of the West Java Regional Office of the National Land Agency (BPN) and the Head of the Bogor Regency Land Office. “The defendants were the West Java Regional Office Head and the Bogor Land Office Head,” he revealed.
He said the Bogor Land Office subsequently invited the owners or heirs to mediation on the matter. The owners or heirs then applied for a block on the company’s SHGB and withdrew their lawsuit at the Bandung PTUN.
On the other hand, Taufik continued, communication took place between an intermediary for the private company, identified by the initials YA, and Erwin, a private individual alleged to be a trusted associate of the Minister of Agrarian Affairs and Spatial Planning/Head of the National Land Agency (ATR/BPN), Nusron Wahid.
He said YA communicated with Erwin so that the Head of the Bogor Regency I Land Office, Sontang Coin Manurung, would lift the block while also splitting the HGB.
After that, YA, together with Rizal Pahlevi as an intermediary for the private company, approached Erwin to ask for assistance communicating with Sontang Coin.
Taufik said communication subsequently took place between YA and Rizal with Sontang Coin. The Bogor Regency I Land Office Head allegedly demanded Rp2 billion to lift the block on the company’s SHGB. “However, the private company could only afford Rp1.5 billion. So a negotiation took place,” said Taufik.
He said the money was then handed over by the private company’s President Director, Adrianto Pitojo Adhi, through YA and Rizal Pahlevi to Erwin on 27 August 2026.
Erwin subsequently handed Rp200 million of the total Rp1.5 billion to Sontang Coin in South Jakarta. The money was intended as payment for lifting the block and splitting the private company’s HGB.
Previously, the KPK carried out a sting operation (OTT) in the Jabodetabek area on 14 September 2026. The operation related to alleged corruption in the processing of HGB for a private company in Bogor Regency, West Java.
A day later, the KPK named eight people as suspects, including the Director General of Land and Spatial Control and Enforcement at the Ministry of ATR/BPN, Lampri, and the Head of the Bogor Regency I Land Office, Sontang Coin Manurung. Others included the private company’s President Director, Adrianto Pitojo Adhi, and Rizal Pahlevi as a private party and intermediary for the company.
The other suspects were the former Regent of Kebumen, Arif Sugiyanto; Deputy Chairman of the Golkar Party’s Central Executive Board, Fahd El Fouz alias Fahd Arafiq; and private individuals named Erwin and Muhammad Fakhry. Four of them are alleged to be trusted associates of the Minister of ATR/BPN, Nusron Wahid. (Ant/P-3)
