The Corruption Eradication Commission (KPK) has stated that the\nalleged bribery case in the processing of building use rights (HGB) for\na private company in Bogor Regency, West Java, began as a land dispute\nbetween the company and several heirs to the land.<\/p>\n
\u201cThis is alleged to have started with an application to extend the\nHGB or split the HGB into freehold title certificates (SHM) for land\nmanaged by a private company located in Bogor Regency, where part of the\nland is believed to still be problematic or disputed with several\nprevious owners or heirs who allegedly hold SHM over those plots,\u201d said\nActing Director of Investigation at the KPK, Achmad Taufik Husein, at\nthe KPK\u2019s Red and White Building in Jakarta on Tuesday (15\/9).<\/p>\n
Taufik said the owners or heirs then filed a lawsuit with the Bandung\nState Administrative Court (PTUN) against the issuance of nine building\nuse right certificates (SHGB) belonging to the private company by the\nHead of the West Java Regional Office of the National Land Agency (BPN)\nand the Head of the Bogor Regency Land Office. \u201cThe defendants were the\nWest Java Regional Office Head and the Bogor Land Office Head,\u201d he\nrevealed.<\/p>\n
He said the Bogor Land Office subsequently invited the owners or\nheirs to mediation on the matter. The owners or heirs then applied for a\nblock on the company\u2019s SHGB and withdrew their lawsuit at the Bandung\nPTUN.<\/p>\n
On the other hand, Taufik continued, communication took place between\nan intermediary for the private company, identified by the initials YA,\nand Erwin, a private individual alleged to be a trusted associate of the\nMinister of Agrarian Affairs and Spatial Planning\/Head of the National\nLand Agency (ATR\/BPN), Nusron Wahid.<\/p>\n
He said YA communicated with Erwin so that the Head of the Bogor\nRegency I Land Office, Sontang Coin Manurung, would lift the block while\nalso splitting the HGB.<\/p>\n
After that, YA, together with Rizal Pahlevi as an intermediary for\nthe private company, approached Erwin to ask for assistance\ncommunicating with Sontang Coin.<\/p>\n
Taufik said communication subsequently took place between YA and\nRizal with Sontang Coin. The Bogor Regency I Land Office Head allegedly\ndemanded Rp2 billion to lift the block on the company\u2019s SHGB. \u201cHowever,\nthe private company could only afford Rp1.5 billion. So a negotiation\ntook place,\u201d said Taufik.<\/p>\n
He said the money was then handed over by the private company\u2019s\nPresident Director, Adrianto Pitojo Adhi, through YA and Rizal Pahlevi\nto Erwin on 27 August 2026.<\/p>\n
Erwin subsequently handed Rp200 million of the total Rp1.5 billion to\nSontang Coin in South Jakarta. The money was intended as payment for\nlifting the block and splitting the private company\u2019s HGB.<\/p>\n
Previously, the KPK carried out a sting operation (OTT) in the\nJabodetabek area on 14 September 2026. The operation related to alleged\ncorruption in the processing of HGB for a private company in Bogor\nRegency, West Java.<\/p>\n
A day later, the KPK named eight people as suspects, including the\nDirector General of Land and Spatial Control and Enforcement at the\nMinistry of ATR\/BPN, Lampri, and the Head of the Bogor Regency I Land\nOffice, Sontang Coin Manurung. Others included the private company\u2019s\nPresident Director, Adrianto Pitojo Adhi, and Rizal Pahlevi as a private\nparty and intermediary for the company.<\/p>\n
The other suspects were the former Regent of Kebumen, Arif Sugiyanto;\nDeputy Chairman of the Golkar Party\u2019s Central Executive Board, Fahd El\nFouz alias Fahd Arafiq; and private individuals named Erwin and Muhammad\nFakhry. Four of them are alleged to be trusted associates of the\nMinister of ATR\/BPN, Nusron Wahid.
