Labour Protection Bill includes special chapter for digital platform workers

Jakarta (ANTARA) - The Draft Law (RUU) on Labour Protection includes a specific chapter regarding digital platform workers as part of an effort to build a labour system capable of anticipating changes in the world of work and digital transformation.

During a working meeting with the government in Jakarta on Monday, the Deputy Chairperson of Commission IX of the Indonesian House of Representatives (DPR RI), Putih Sari, stated that regulations concerning digital platform workers are contained within Chapter IX of the Draft Law on Labour Protection.

Digital platform workers are one of the 20 chapters included in the Draft Law, which overall consists of 264 articles.

Putih explained that the Draft Law on Labour Protection was drafted as an effort to build a national labour system that provides stronger protection to workers while simultaneously providing legal certainty for workers, employers, and the government.

According to her, the Bill is also directed towards anticipating changes in the working world and digital transformation; strengthening labour supervision and law enforcement; and creating a balance between worker protection, business sustainability, economic growth, and national competitiveness.

At the same as this, the DPR is also drafting several other bills related to the development of digital-based work and transport, including the Bill on Traffic and Road Transport (LLAJ), the Bill on Online Transportation, and the Bill on the Protection of Gig Economy Workers.

Putih explained that the drafting of the Labour Protection Bill is motivated by the fact that current labour regulations are scattered across various rules and have undergone several changes.

In addition to regulating digital platform workers, the Bill contains several other chapters covering equal opportunity and treatment, labour planning, training and apprenticeships, labour placement, expansion of employment opportunities, informal sector workers, the use of foreign workers, employment relationships, wages and welfare, industrial relations, and termination of employment.

The Draft Law on Labour Protection was previously approved as an initiative of the Indonesian House of Representatives during the DPR RI Plenary Session on 7 August 2026 and has been included in the 2025-2029 National Legislative Program (Prolegnas).

The Draft Law on Labour Protection is targeted to be passed into law by October 2026.
