KPK Warns Government to Exercise Caution in Interactive Digital Panel Procurement
Jakarta (ANTARA) - The Corruption Eradication Commission (KPK) has reminded the government to exercise constant caution in the procurement of interactive digital panels (PID)/interactive flat panels (IFP) for the learning digitalisation programme.
“Goods and services procurement is one of the sectors most vulnerable to irregularities or violations, which can then lead to suspected criminal acts of corruption. We therefore continue to warn and urge that every link in the procurement chain is carried out properly, credibly, and in accordance with procedures,” KPK spokesperson Budi Prasetyo told journalists in Jakarta on Tuesday.
Budi further warned the government not to leave openings for unscrupulous individuals to commit irregularities in the PID or IFP procurement, such as manipulation of specifications, quality, or price inflation.
“Therefore, even though this goods and services procurement is conducted through direct appointment, the KPK urges that the supervisory element in procurement must play a crucial role so that it can monitor everything from the planning and procurement process through to the accountability for the procured goods,” he said.
He stressed that the role of procurement supervisors is particularly important given that PID or IFP procurement has been underway since 2025 and will continue to increase in the coming years.
“Moreover, this process is already in motion. That means the teams are already operational — the planning, implementation, and supervision teams,” he said.
Previously, on 3 October 2025, Indonesia Corruption Watch (ICW) identified ten problems in the procurement of PIDs or IFPs for all schools nationwide. One of the key issues was the mechanism of direct vendor appointment without competitive tendering.
According to ICW, the vendor selected through direct appointment was Hisense, which offered a price of Rp26 million per unit.
Meanwhile, the government is able to conduct procurement through direct appointment based on Presidential Regulation Number 46 of 2025 concerning the Second Amendment to Presidential Regulation Number 16 of 2018 on Government Goods/Services Procurement.
Article 38 paragraph (5) point (a) stipulates that goods and services procurement may be conducted through direct appointment for priority government programmes, government assistance, and/or Presidential assistance based on Presidential directives.
On 18 February 2026, President Prabowo Subianto stated that as of December 2025, the government had distributed more than 288,000 interactive screens to schools across Indonesia, with an average of one PID or IFP per school.
The government has set a target for each school to have a minimum of three PID or IFP units by 2026. By the end of 2028 or 2029, every classroom in schools throughout Indonesia is expected to have a PID or IFP.
