KPK Reveals Pekalongan Regent Appointed Domestic Helper as Director of Family Company
The Pekalongan Regent, Fadia Arafiq, formed a family-owned company named PT Raja Nusantara Berjaya (RNB) to secure procurement projects within the Pekalongan Regency government. The Corruption Eradication Commission (KPK) revealed that her domestic helper (ART), Rul Bayatun, was appointed a director of the company. Deputy for Enforcement and Execution Asep Guntur Rahayu told reporters on Friday (6 February 2026) that the latest information they have is that she referred to her as ART. The company was established by Fadia together with Mukhtaruddin Ashraff Abu, her husband and a member of the Indonesian House of Representatives (DPR RI), and Muhammad Sabiq Ashraff (MSA), her son and a member of Pekalongan’s Regional House of Representatives (DPRD). Ashraff served as commissioner, Sabiq as director, while Fadia was the beneficial owner. Asep said Fadia replaced Sabiq with Rul Bayatun. The change, according to Asep, temporarily hindered tracing the ownership.
“Thankfully we could trace the company documents, AHU documents, because it was initially formed by ASH together with his son. At times we couldn’t determine who owned the company,” he said.
Previously, the KPK disclosed that the company also housed Fadia’s campaign team. The Pekalongan Regent allegedly asked local government officers to assist in securing contracts for the company. The family company reportedly received Rp 46 billion between 2023 and 2026, which was subsequently distributed. Here are the details: - The Pekalongan Regent, Fadia Arafiq, received Rp 5.5 billion; - Her husband, Ashraff, Rp 1.1 billion; - Director of PT RNB, Rul Bayatun, Rp 2.3 billion; - Fadia’s son, Sabiq, Rp 4.6 billion; - Fadia’s other son, Mehnaz Na, Rp 2.5 billion; - Cash withdrawals of Rp 3 billion.
The KPK said PT RNB obtained outsourcing projects across 17 regional devices (perangkat daerah), 3 regional hospitals, and 1 district in 2025. Fadia has been charged under Article 12(i) and Article 12(B) of the Corruption Eradication Act, in conjunction with Article 127(1) of Law No. 1 of 2023 on the Indonesian Penal Code.
