KPK Provides Five Recommendations to Improve KIP Kuliah Programme
Jakarta (ANTARA) - The Corruption Eradication Commission (KPK) has provided five recommendations for improving the Kartu Indonesia Pintar (KIP) Kuliah programme after conducting a study on potential corruption in its implementation. These recommendations are outlined in the Appendix to the 2025 Annual Report of the KPK’s Monitoring Directorate, accessed in Jakarta on Friday. The KPK recommends reforming regulations and governance of the public proposal pathway, developing verification guidelines accompanied by specific budget allocations, updating the technological architecture of the KIP Kuliah Management Information System application, strengthening coordination to prevent aid duplication, and implementing multi-layered oversight mechanisms with firm sanctions. The findings reveal that many recipients under the public proposal pathway are affiliated with public officials or political entities. Additionally, quota allocations have been given to supervisory institutions such as the Financial Audit Board (BPK), which is seen as potentially creating vulnerabilities. The KPK also found weaknesses in the verification and validation processes. Only about 50 per cent of the sampled universities conducted field visits, while some universities merely checked documents without interviews or direct verification. The KPK identified potential bribery practices in quota allocation, where certain universities admitted to receiving offers for allocations in exchange for Rp5 million to Rp8 million per student. Another finding is the duplication of aid, where KIP Kuliah recipients also receive other scholarships. This situation aligns with the Financial Audit Board’s 2021 findings regarding aid duplication in several regions. The KPK assesses that improvements in governance and oversight are necessary to ensure the KIP Kuliah programme runs more accountably and on target.
