These recommendations are outlined in the\nAppendix to the 2025 Annual Report of the KPK\u2019s Monitoring Directorate,\naccessed in Jakarta on Friday. The KPK recommends reforming regulations\nand governance of the public proposal pathway, developing verification\nguidelines accompanied by specific budget allocations, updating the\ntechnological architecture of the KIP Kuliah Management Information\nSystem application, strengthening coordination to prevent aid\nduplication, and implementing multi-layered oversight mechanisms with\nfirm sanctions. The findings reveal that many recipients under the\npublic proposal pathway are affiliated with public officials or\npolitical entities. Additionally, quota allocations have been given to\nsupervisory institutions such as the Financial Audit Board (BPK), which\nis seen as potentially creating vulnerabilities. The KPK also found\nweaknesses in the verification and validation processes. Only about 50\nper cent of the sampled universities conducted field visits, while some\nuniversities merely checked documents without interviews or direct\nverification. The KPK identified potential bribery practices in quota\nallocation, where certain universities admitted to receiving offers for\nallocations in exchange for Rp5 million to Rp8 million per student.\nAnother finding is the duplication of aid, where KIP Kuliah recipients\nalso receive other scholarships.
