Banda Aceh (ANTARA) - The Komisi Pemberantasan Korupsi (KPK) states that Aceh government project procurement is very minimised through tender processes and is instead dominated by direct appointment (PL).

“So PL is a ‘red flag’ (an indication of potential fraud) and this, for us, is a matter of particular concern,” said Harun Hidayat, head of the Task Force for the Directorate of Coordination and Supervision for Region I of the KPK RI, in Banda Aceh, on Tuesday.

Harun Hidayat delivered these remarks in a coordination meeting on corruption prevention with the Aceh People’s Representative Council (DPRA) and the regional DPRK of Aceh district/city, at the DPRA Main Building in Banda Aceh.

In simple terms, red flag is an early warning sign showing anomalies, inconsistencies, or potential risk in the procurement process. In practice, red flags can appear at various points: in bid documents, in the evaluation process, in interactions between internal and external parties, or in the behaviour of tender participants.

Harun explained that in the Aceh Government’s 2026 General Procurement Plan (RUP), only 0.92 percent of procurements are through tenders, whereas PL accounts for 74 percent or 7,722 activity packages.

To the Aceh Inspectorate, the KPK asked that this be evaluated and re-examined, whether problematic PL processes are conducted in accordance or are merely project splitting to avoid tenders, which could cause mens rea (evil intent).

“Mitigation remains, tender carries lower risk than PL; there is no need for consolidation there. Auctions can use various methods: ‘supply by owner’, and others,” he said.

Moreover, Harun asked Aceh legislators not to interfere with the executive in executing procurement activities, whether those arise from planning in the thoughts-pokir (Pokir) or Musrenbang.

“So it must be bidirectional; the executive should execute it with tendering, whatever procurement methodology is used; the legislature should not interfere,” he stated.

“In essence, we always remind everyone. This is a ‘red flag’; please mitigate, because a ‘red flag’ is not necessarily corruption, but please mitigate,” Harun Hidayat concluded.
